The Maharashtra government has granted land ownership rights to Maharashtra Metro Rail Corporation Limited (Maha Metro).
The transfer of over 2.1 lakh square metres of land, which was previously leased, marks a critical step in enhancing metro connectivity in Pune, Pimpri-Chinchwad, and Nagpur. This bold decision, finalised in a cabinet meeting held in late April 2025, is expected to streamline construction efforts, eliminate bureaucratic delays, and expedite the progress of these metro systems. The newly transferred land consists of 2,10,755 square metres, with Pune Metro receiving the largest share at 1,43,916 square metres, followed by Nagpur Metro, which secures 46,841 square metres, and Pimpri-Chinchwad Metro, with 19,998 square metres. The land parcels include 20 plots from Pune Municipal Corporation, 8 from Pimpri-Chinchwad Municipal Corporation, 8 from Nagpur Municipal Corporation, and 12 from Nagpur Improvement Trust. This land, now under Maha Metro’s direct ownership, will enable the organisation to fast-track urban projects and integrate metro development with broader urban planning goals.
Until now, Maha Metro operated under a 30-year lease for the land required for metro projects. However, with this new transfer, the corporation now enjoys permanent ownership of these crucial plots. This shift in land rights will allow for better long-term planning, seamless integration of urban infrastructure, and faster completion of metro projects. This move is a game-changer for the Pune, Pimpri-Chinchwad, and Nagpur metro systems, eliminating obstacles that have long hampered efficient execution. The land will not only be used for essential metro development but will also play a pivotal role in shaping urban landscapes around metro stations. These areas are set to be developed into vibrant mixed-use hubs, which will include affordable housing, commercial spaces, educational institutions, hospitals, and skill development centres. Such projects will help address growing urban demands, provide opportunities for local businesses, and create jobs in the region, aligning with the larger vision of sustainable urban development.
The introduction of integrated urban planning through transit-oriented development (TOD) will be a key outcome of this land transfer. The TOD model has already been successfully implemented in Nagpur, and its success is now expected to drive similar growth in Pune and Pimpri-Chinchwad. TOD focuses on creating mixed-use developments within walking distance of public transport hubs, such as metro stations, thereby promoting sustainable living. This model will ensure that residential areas, workplaces, and essential services are closely integrated, reducing commute time and encouraging the use of public transport. By strategically placing homes and workplaces near metro stations, these developments aim to reduce the dependency on personal vehicles, cutting down traffic congestion and lowering the overall carbon footprint. This is particularly crucial for cities like Pune and Nagpur, where urbanisation is on the rise, and public transport systems are striving to keep up with the growing demand.
As Pune, Pimpri-Chinchwad, and Nagpur continue to grow and develop, so does the financial challenge of sustaining these metro systems. Maha Metro officials have previously highlighted that fare revenue from passengers alone covers only about 50% of the metro’s operational expenses. To bridge this gap and ensure the long-term viability of the metro systems, Maha Metro will rely heavily on commercial ventures built around metro stations. The newly acquired land will be instrumental in supporting these ventures. Maha Metro is now positioned to develop shopping complexes, office spaces, hotels, and educational institutions on these plots, which will not only help fund the metro system’s expansion but also generate substantial revenue. This approach will significantly contribute to the financial sustainability of the metro, while simultaneously boosting the local economy by attracting investments, creating jobs, and stimulating urban development.
The revenue generated from commercial activities is essential for covering the substantial costs associated with building, operating, and maintaining the metro systems in Pune, Pimpri-Chinchwad, and Nagpur. Additionally, the revenue from property taxes and other local taxes is expected to increase due to the rise in property values driven by metro connectivity. This will further strengthen municipal revenues, allowing for better civic services and infrastructure in these areas. One of the key priorities of Maha Metro is to ensure that the metro development process remains equitable and inclusive. With the availability of land and the promise of urban development, Maha Metro intends to focus on affordable housing solutions for middle-class and lower-income groups. By doing so, they aim to prevent displacement and ensure that all citizens, regardless of income, have access to housing close to the metro system.

This approach will boost metro ridership, promote sustainable urban growth, and create a more equitable environment for all residents.
