Karnataka Deputy Chief Minister D K Shivakumar has announced a 10-point development blueprint for Kalyana Karnataka, including 50,000 housing plots for landless families in Kalaburagi district, a 30-acre IT park, a flyover on the Sedam Road ring road and a new peripheral ring road for the rapidly growing city.
Shivakumar made the announcement at the Police Parade Ground in Kalaburagi while unfurling the national flag during Kalyana Karnataka Utsav. The event commemorates the region’s integration from princely rule into the democratic system.
Under the blueprint, the government will establish a Kalyana Karnataka Economy Mission to accelerate industrial growth and investment. The mission is expected to be facilitated as a Section 8 company and will focus on attracting large-scale investment and creating new economic opportunities in the region.
A separate bio-economy mission will focus on processing and value addition for agricultural products, with toor dal, Kamalapur red bananas, raisins and millets identified among the products to receive attention. The government also plans a two-year special campaign against anaemia, targeting screening, prevention and treatment, particularly among pregnant women, adolescents and lactating mothers.
For Kalaburagi city, the announcement includes a flyover on the Sedam Road ring road to improve traffic movement. A new peripheral ring road is also planned, with its detailed project report under preparation. The government will additionally develop a new lake and recreational park at a cost of ₹30 crore, positioning it as a major green and public leisure space for the city.
The blueprint also includes a 30-acre IT park and KRIYA, short for Kalaburagi Research, Innovation and Youth Accelerator, to support innovation, start-ups and young entrepreneurs. An artificial intelligence-based CCTV network is proposed for Kalaburagi city and taluk headquarters to strengthen public safety, crime prevention and traffic management. The network is also intended to monitor civic services, including waste management.
The government plans to develop a pilgrimage circuit connecting Kalaburagi Fort, Sharanabasaveshwara Temple, Khwaja Bande Nawaz Dargah, Buddha Vihara, Malkhed, Sannati and Ganagapur. Heritage sites at Malkhed, Nagavi, Kalagi and Sannati are being redeveloped through Kalyana Karnataka Regional Development Board funding. Ganagapur is to be developed in the first phase at a cost of ₹50 crore.
Sports infrastructure forms another part of the plan. Chandrashekhar Patil Stadium is to be comprehensively redeveloped over the next two years, while the government will enter into an agreement with the Karnataka State Cricket Association to develop cricket facilities serving the wider Kalyana Karnataka region. A sports city is also planned at Hadgil Haruti village in Kalaburagi taluk, with indoor and outdoor facilities for different sports.
The blueprint’s environmental component is a 10-crore-tree campaign across Kalyana Karnataka over the next decade. The stated target is to plant and maintain one crore saplings every year to increase green cover and strengthen the region’s capacity to respond to climate change. The announcement did not specify project-wise implementation schedules, budgets or tender timelines for most of the proposed initiatives.
