The Badlapur waste management plant being developed by the Mumbai Metropolitan Region Development Authority (MMRDA) has completed 60% of its construction, but the remaining work and commissioning are expected to take at least three more years, according to a report by Loksatta – Mumbai.
The 600-tonne-per-day solid waste processing facility is intended to address waste disposal challenges in Ambernath, Kulgaon-Badlapur and Ulhasnagar. MMRDA began work on the project two years ago on land measuring several acres in Badlapur.
Once operational, the facility will process up to 600 tonnes of solid waste each day from the four urban areas. The project is being implemented under the KfW-Mumbai Metropolitan Region Urban Infrastructure Improvement Programme, an initiative covering urban infrastructure improvements in the Mumbai Metropolitan Region.
According to the report, the project is based on three stated principles: reducing waste generation, recovering useful resources from waste and disposing of the remaining material through scientific methods. The facility is therefore planned as a processing and recovery installation rather than only a site for dumping waste.
The project is intended to provide a regional solution for four adjoining urban areas that currently face the linked challenge of managing the collection, processing and disposal of growing volumes of municipal solid waste. Its proposed capacity will be shared across Ambernath, Kulgaon-Badlapur and Ulhasnagar once the facility becomes operational.
The timeline means that the project will not provide an immediate resolution to the region’s waste-management needs. Although construction has reached 60% after two years, MMRDA expects at least three additional years to complete the remaining work and bring the plant into operation. The report does not provide a more detailed commissioning schedule or explain the specific reasons for the projected duration.
MMRDA is primarily known for implementing large regional transport projects, including metro corridors, bridges, sea links, coastal roads, tunnels, connecting roads and flyovers. The authority is also taking up interventions related to water supply and solid-waste management in the Mumbai Metropolitan Region, according to the report.
The Badlapur plant places waste management within the broader infrastructure requirements of the expanding metropolitan region. Transport connectivity and civic services are being developed across the same urban system, but the waste generated by residents and businesses must also be processed and disposed of safely for growth to remain sustainable.
The facility’s eventual performance will depend on its ability to process the planned daily capacity and to recover resources while managing the residual waste through scientific disposal methods. The report does not specify the technology to be used, the operating agency, the project cost or the proposed arrangements for transporting waste from each participating city.
For residents and local administrations in Ambernath, Kulgaon-Badlapur and Ulhasnagar, the next formal milestone is completion of the remaining construction and commissioning of the plant. MMRDA’s current estimate is that this will require at least three years.
