Pune has taken a fresh step towards delivering one of its most ambitious transport infrastructure projects, with the municipal administration initiating the process to revive the long-delayed High Capacity Mass Transit Route (HCMTR). The move marks a significant milestone for the city’s urban mobility strategy, as authorities seek to ease traffic congestion, improve public transport connectivity and support sustainable growth across rapidly expanding neighbourhoods.
The civic administration has invited bids to appoint technical and land acquisition consultants, signalling the beginning of an updated planning phase before construction tenders are issued. The project, which has remained dormant for more than a decade due to land acquisition challenges, environmental clearances and evolving transport priorities, is now being repositioned to align with Pune’s changing urban landscape. The High Capacity Mass Transit Route is planned as an elevated ring corridor spanning nearly 43 kilometres after revisions to its original alignment. The updated route is expected to improve connectivity between major residential, commercial and industrial zones while filling critical transport gaps that have emerged as the city expanded. Urban development experts note that orbital transport corridors can reduce travel time by distributing traffic away from city centres and strengthening links between suburban areas.
Senior civic officials indicated that fresh technical assessments are necessary because earlier studies no longer reflect Pune’s current infrastructure. Since the project was first conceived, the city has witnessed rapid urbanisation, new Metro corridors, expanded road networks and increased vehicle ownership. Updated engineering designs, environmental assessments and land records will therefore be prepared before implementation begins. Authorities have also started drone-based surveys to support land acquisition and verify property boundaries. Officials believe the revised alignment, which has been modified at several locations, will reduce the need for additional land acquisition and improve the project’s feasibility. A significant share of the required land is already available, while discussions continue regarding the transfer of government-owned land required for the corridor. The proposed High Capacity Mass Transit Route will feature a six-lane elevated roadway with a dedicated Bus Rapid Transit corridor at its centre. The design aims to facilitate uninterrupted movement of buses and emergency vehicles while reducing congestion on surface roads. However, transport planners emphasise that the corridor’s effectiveness will depend on seamless integration with Metro services, pedestrian infrastructure and last-mile connectivity to encourage greater use of public transport.
For Pune, where population growth and economic expansion continue to increase pressure on existing infrastructure, the project represents more than a road-building exercise. Well-planned mass transit infrastructure can support lower transport emissions, improve access to employment opportunities and create a more efficient urban transport network.
