Pune HCMTR Corridor Moves Towards Construction Phase

Pune: The Pune Municipal Corporation (PMC) has stepped up preparations to begin work on the long-delayed High Capacity Mass Transit Route (HCMTR) after the monsoon, marking renewed progress on one of the city’s most significant urban mobility projects. With preliminary groundwork underway and a dedicated implementation team now in place, the civic body aims to address chronic traffic congestion while improving connectivity across rapidly expanding residential and commercial corridors.

Planned as a nearly 36-kilometre high-speed urban corridor, the High Capacity Mass Transit Route is intended to provide an alternative movement network for vehicles travelling across the city without relying on already saturated arterial roads. The proposed alignment is expected to strengthen east-west and north-south connectivity, reducing travel times while easing pressure on existing transport infrastructure. To accelerate implementation, PMC has constituted a specialised project cell responsible for coordinating multiple aspects of execution, including land acquisition, utility relocation, road development and construction management. Officials believe that a dedicated administrative structure will help synchronise engineering works and minimise delays that have affected the project for decades. Municipal authorities estimate that approximately 85 per cent of the land required for the corridor is already available. A substantial share is owned by government agencies, while another portion falls within previously reserved road alignments. The remaining privately owned parcels are expected to be acquired before large-scale construction begins. Officials indicate that land acquisition will account for a significant share of project expenditure, with the overall investment estimated at around ₹9,000 crore.

The proposed corridor will incorporate multiple entry and exit ramps designed to connect with major city roads, enabling smoother distribution of traffic across Pune’s transport network. Urban mobility experts note that strategically integrated elevated corridors can improve network efficiency when combined with public transport systems, road upgrades and better traffic management rather than functioning as standalone infrastructure. The project has experienced several setbacks since it was first conceived more than three decades ago. Earlier attempts to award construction contracts did not progress after bid values exceeded financial estimates, prompting the civic administration to revisit procurement strategies and revise implementation plans before issuing fresh tenders. Alongside physical construction, the project team will oversee the relocation of underground utilities, drainage lines, water pipelines and electrical infrastructure to reduce disruption during execution. Careful sequencing of these activities is expected to be critical in maintaining essential civic services while construction progresses.

Urban planners suggest that Pune’s continued economic growth, expanding residential footprint and increasing commuter volumes require long-term transport investments that integrate road infrastructure with sustainable mobility solutions. While elevated corridors may ease congestion on key routes, their effectiveness will depend on complementary investments in mass transit, pedestrian infrastructure and multimodal connectivity. If implemented within the proposed timeline, the High Capacity Mass Transit Route could become a key component of Pune’s future mobility network, supporting more efficient movement across the city while responding to growing infrastructure demands driven by urban expansion.
