Pune: The Pune Zilla Parishad is preparing to introduce a digital property management platform to create a centralised database of public assets, a move aimed at improving governance, preventing encroachments and strengthening oversight of government-owned land and buildings across the district. The initiative is expected to improve transparency in public asset management while helping local authorities make better planning and revenue decisions.

The new E-Property System will digitally map and monitor land parcels, buildings and other public properties owned by the Zilla Parishad, Panchayat Samitis and Gram Panchayats. Officials believe the platform will replace fragmented manual records with a unified digital inventory, enabling faster verification of ownership, occupancy, lease agreements and legal status. The E-Property System is being developed through the district’s rural governance framework and is expected to provide authorised officials with real-time access to property records. Alongside ownership details, the platform will maintain information on leased assets, pending rental collections, encroachments, litigation and revenue generated from public properties. By consolidating these records, the administration intends to improve accountability while reducing delays in decision-making. Urban planners and governance experts note that digital asset management has become increasingly important as expanding settlements place greater pressure on public land. Rural and peri-urban regions surrounding Pune have experienced rapid infrastructure growth, increasing the need for accurate records to safeguard community assets from unauthorised occupation and unplanned development.

Officials indicate that the platform will also help identify government properties vulnerable to encroachment through regular digital monitoring. This could support timely enforcement action and reduce disputes arising from incomplete documentation or outdated land records. Improved visibility of available public land may also assist authorities in planning future civic infrastructure, schools, healthcare facilities and community amenities based on verified data. Another expected benefit is stronger financial management. Public properties leased to private entities often generate rental income for local bodies, but incomplete tracking has historically affected revenue collection. By digitising lease records and payment histories, the administration aims to improve financial oversight while ensuring public assets deliver greater value for local development.

The software development process has been completed and the platform is expected to become operational after final administrative procedures. Once implemented, the E-Property System could serve as an important governance tool supporting transparent land administration, efficient asset utilisation and evidence-based planning across Pune district. As local governments increasingly adopt digital governance solutions, integrated property management systems are emerging as critical infrastructure for protecting public resources, reducing administrative inefficiencies and enabling sustainable regional development.
