Pune Airbase Growth Raises New Building Safety Questions

Pune’s eastern growth corridor is generating a rising number of applications for construction clearances around Lohegaon Air Force Station, bringing a planning challenge into sharper focus: how can a rapidly densifying city add homes, workplaces and infrastructure without compromising aviation safety? Indian Air Force data cited by officials shows applications increased from 1,062 in 2020 to 1,401 in 2025, a rise of nearly 32%.

The increase reflects development pressure around Lohegaon, Viman Nagar, Kharadi, Dhanori and adjoining areas, where residential construction and redevelopment have accelerated. The airbase also hosts Pune’s civilian airport operations, making building height and location a matter of both urban planning and aviation safety. For developers and property owners, an airbase clearance is not simply another administrative approval. Proposed structures have to be assessed against height and obstacle-limitation requirements designed to keep aircraft approaches and departures clear. The Airports Authority of India separately operates its NOCAS platform for statutory height clearances around civil airports, illustrating the regulatory complexity that can arise where aviation and urban growth overlap.

Pune’s planning framework has already had to account for defence-related height restrictions. A colour-coded zoning map is used by civic authorities to determine where proposals require defence clearance, while municipal documents for Lohegaon require detailed information on plot coordinates, building height and distance from the airfield. The issue has implications beyond individual projects. Height restrictions can affect development potential, project timelines and land economics in areas where demand for housing and commercial space is strong. Delays or uncertainty can increase carrying costs for projects, while poorly coordinated approvals can create disputes between public agencies, residents and developers. At the same time, treating aviation constraints as a late-stage hurdle can produce inefficient urban growth. Industry experts say planning authorities need to make height and safety parameters clearer at the land-use and redevelopment stage, allowing builders and residents to understand development limits before substantial design and financing decisions are made.

There is also a wider sustainability question. When high-demand urban districts expand without coordinated infrastructure planning, growth can push development towards peripheral land, increasing travel distances and pressure on roads and public services. A better approach is to align permissible density with aviation safety, public transport capacity, drainage, utilities and access to everyday services. The rising Pune Lohegaon development pipeline therefore represents more than a compliance issue. It is a test of whether the city can manage competing infrastructure systems through predictable planning rather than project-by-project conflict. As eastern Pune continues to urbanise, transparent zoning, early technical review and coordination between civic and aviation authorities will become increasingly important to keep growth safe, efficient and liveable.
