Mumbai voters who receive notices seeking additional documents during the Special Intensive Revision (SIR) of the electoral roll can now submit their papers online through the Election Commission of India’s Citizens Services Portal, officials said. Electors whose documents are found satisfactory may not be required to attend a physical hearing.
Voters must visit the Election Commission website, open the SIR 2026 section and select the option titled “Submit document against notice issued”. Maharashtra chief electoral officer S Chockalingam confirmed that the ECI website permits recipients to submit the required documents online.
The notices are being issued where enumeration forms have not been mapped to the 2002-04 electoral roll or where discrepancies have been identified in details such as a voter’s name, age or address. Across Maharashtra, around 1.2 crore voters in the SIR draft list are expected to receive notices because of unmapped forms, anomalies or mismatches with the previous electoral roll.
In Mumbai, 20.9 lakh voters are set to receive notices seeking additional documentation. The largest numbers are in densely populated assembly constituencies. Malad West has 1.1 lakh voters listed for notices, followed by Charkop with 85,938, Borivli with 80,484 and Dharavi with 79,676.
The data shows substantial variation in the reasons for the notices. Malad West has the highest number of unmapped enumeration forms, at 61,867, followed by Borivli at 60,072, Kandivli at 60,026 and Charkop at 59,524. Byculla, with 17,272, Bandra East, with 17,276, and Kurla, with 20,985, have the lowest numbers of unmapped forms among the constituencies listed.
Malad West also records the highest number of reported anomalies, at 49,703. It is followed by Mankhurd Shivajinagar with 31,867 and Dharavi with 30,991. The lowest anomaly counts are reported in Byculla, at 8,189, Malabar Hill, at 8,497, and Worli, at 8,563.
At the other end of the overall notice count, Worli has 33,554 voters listed for additional-document notices, followed by Wadala at 36,790, Vikhroli at 37,231, Malabar Hill at 39,054 and Shivadi at 39,557.
Voters who receive notices for unmapped forms or anomalies must respond and provide the required documents by October 29. Documents that do not satisfy scrutiny could result in the elector being excluded from the final roll, according to the report. The final SIR electoral roll for Maharashtra is scheduled to be published on November 4.
