Mumbai is combining wastewater infrastructure with a new public-facing space at Bandra, where a viewing gallery is being incorporated into a major sewage treatment facility. The project, designed around a 360 million litres per day treatment capacity, will also include a knowledge centre and library, creating a civic interface around infrastructure that is usually kept out of public view. The facility forms part of Stage II of the Mumbai Sewage Disposal Project, which is expanding the city’s capacity to treat wastewater before it reaches surrounding waterways. Its significance extends beyond Bandra because Mumbai’s dense urban footprint generates substantial wastewater volumes, placing increasing pressure on treatment, disposal and resource-management systems.
The Bandra wastewater plant is being developed as a large-scale treatment facility rather than a conventional waterfront destination. Integrating public facilities into the complex changes how such infrastructure can interact with the surrounding community. A viewing area can provide residents with access to the waterfront while the knowledge centre can explain how sewage is collected, treated and managed. For a coastal city, that connection has practical importance. Effective wastewater treatment helps reduce pollution entering creeks and coastal waters, while stronger treatment capacity becomes increasingly relevant as extreme rainfall and flooding place additional pressure on drainage and sewerage networks. Infrastructure that improves water management can therefore contribute to broader urban resilience. The project also brings attention to what happens after sewage is treated. Wastewater plants produce sludge as part of the treatment process, creating a secondary management requirement. Civic planning documents indicate that the seven major treatment facilities being developed or upgraded across Mumbai could collectively generate around 500–600 metric tonnes of digested sludge each day, although the estimate remains provisional.
That makes the Bandra wastewater plant part of a larger resource-management challenge. Future treatment infrastructure will need systems for handling, processing and finding appropriate uses or disposal routes for residual material. How effectively those streams are managed will influence the environmental performance of the wider wastewater programme. The public component offers another potential benefit. Urban planners increasingly view civic infrastructure as an opportunity for public education, particularly where residents rarely see the systems supporting everyday city life. A library and knowledge centre could make wastewater treatment more understandable while encouraging greater awareness of water consumption, sanitation and coastal protection. However, the success of the public-facing elements will depend on how they are operated once the treatment facility becomes functional. Access, safety, maintenance and meaningful educational programming will matter as much as the physical viewing space.
For Mumbai, the project represents a broader shift in the way essential infrastructure can occupy valuable urban land. The priority remains reliable wastewater treatment, but integrating public access and environmental education could help turn a necessary utility into a more visible part of a resilient coastal city.
