Maharashtra Expressway Expansion Plan Moves Towards Approval
The proposal to expand the Mumbai–Pune Expressway from six to ten lanes has entered another critical stage after the Maharashtra State Road Development Corporation (MSRDC) submitted a revised financial proposal to the state government. If approved, the project could move into procurement under the Build-Operate-Transfer model, strengthening one of western India’s most strategically important transport corridors while preparing for rising passenger and freight demand. The updated proposal focuses on demonstrating the financial sustainability of the Mumbai Pune Expressway Expansion, with transport authorities projecting that future toll collections would be sufficient to recover construction and operational costs during the concession period. The revised funding model is expected to support private sector participation while reducing the immediate fiscal burden on the state.
The 94.6-kilometre expressway, connecting Kalamboli in Navi Mumbai with Kiwale near Pune, has served as Maharashtra’s primary high-speed road corridor since its commissioning in 2002. Originally designed to accommodate projected traffic over three decades, the route has experienced sustained growth in vehicle movement as industrial activity, urban expansion and logistics demand have accelerated across the Mumbai Metropolitan Region and Pune metropolitan area. Traffic volumes now regularly exceed original projections, with weekday usage averaging around 65,000 vehicles and weekend traffic crossing one lakh vehicles. Annual growth of approximately five to six per cent has increased pressure on the existing six-lane carriageway, particularly during holiday periods and freight movement peaks. Urban mobility experts note that expanding capacity could improve travel reliability, although they caution that long-term congestion management also depends on strengthening multimodal transport and freight planning. The Mumbai Pune Expressway Expansion is expected to assume greater strategic importance as major infrastructure projects, including upcoming international airports serving Mumbai and Pune, become operational over the coming years. Improved highway capacity could enhance regional connectivity, support industrial investment and facilitate faster movement between manufacturing clusters, logistics hubs and urban centres.
Under the proposed Build-Operate-Transfer framework, the selected concessionaire would finance, construct, operate and maintain the expanded corridor while recovering investment through toll revenues over an agreed concession period. Infrastructure economists regard such models as an established mechanism for delivering large transport projects, provided demand forecasts, construction risks and concession terms remain balanced and transparent. From an urban development perspective, widening the expressway also raises broader questions around sustainable mobility. While additional road capacity may ease bottlenecks and improve freight efficiency, planners emphasise that highway expansion should complement investments in rail connectivity, public transport and low-emission mobility solutions to ensure balanced regional growth and lower transport-related emissions.
If the revised proposal secures state approval during the current year, tendering could begin shortly afterwards, allowing construction to commence next year with completion targeted around 2030. The project’s progress will be closely watched as Maharashtra continues investing in transport infrastructure that supports economic competitiveness while responding to rapidly growing travel demand across one of India’s busiest urban corridors.
