Kolkata is assessing industrial park proposals as West Bengal looks to tap the Centre’s BHAVYA scheme, a ₹33,660-crore programme aimed at developing 100 industrial parks across India. The move could strengthen the city-region’s manufacturing and logistics base, but its value will depend on where new industrial capacity is located, how infrastructure is provided and whether expansion avoids adding pressure to Kolkata’s already constrained urban systems.

The Bharat Audyogik Vikas Yojana, or BHAVYA, is designed around large, modern industrial parks with common infrastructure and facilities intended to make manufacturing locations operationally ready. States are required to compete for projects under the scheme, making the quality and viability of their proposals critical to securing central support.For Kolkata, the opportunity extends beyond attracting factories. Well-planned industrial clusters can create employment closer to established transport networks, support small and medium enterprises and strengthen supply chains. They can also generate demand for warehousing, freight services, worker housing and other urban services.That expansion, however, creates a planning challenge. Kolkata’s industrial growth cannot be assessed only through land availability or investment potential. Road capacity, rail connectivity, drainage, power supply, water availability and waste treatment will determine whether new industrial districts add economic value without increasing congestion, flooding risks or environmental costs.

Urban planners say industrial infrastructure should increasingly be treated as part of the wider metropolitan system rather than as isolated employment zones. Locating facilities near existing transport corridors and integrating freight movement with rail and other lower-emission modes could reduce dependence on heavy road traffic. Common wastewater treatment, resource-efficient utilities and adequate green buffers would also be important as industrial activity expands.The timing is significant for West Bengal’s broader investment strategy. The state government has placed industrial revival and job creation high on its economic agenda, while the Centre is simultaneously pushing states to improve export capacity, address infrastructure bottlenecks and strengthen support for smaller businesses.The immediate test for Kolkata will therefore be whether industrial park proposals translate into serviced, connected and environmentally responsible employment centres rather than simply new land parcels. If projects are selected on infrastructure readiness, economic viability and climate resilience, the BHAVYA industrial parks programme could support a more balanced form of metropolitan growth.
