Bengaluru Metro Ridership Falls Short Of Projections
Bengaluru Metro’s passenger numbers have remained below projections used to justify parts of the network, according to findings highlighted by the Comptroller and Auditor General. The gap raises questions about demand forecasting, station accessibility and the integration of metro services with other modes, particularly as Bengaluru prepares to invest heavily in additional corridors.
The audit findings point to a significant difference between projected and actual passenger demand on the city’s metro network. While the system has become an important component of Bengaluru’s public transport infrastructure, lower-than-expected usage on some corridors means the economic and mobility benefits of completed projects need to be assessed against actual travel behaviour. Ridership forecasts are central to metro planning because they influence project economics, service design and investment decisions. If passenger estimates are consistently higher than actual demand, projected fare revenue and wider benefits such as reduced congestion and emissions can also be overstated. However, low ridership does not necessarily indicate that a metro corridor lacks value. Passenger numbers can be affected by the maturity of surrounding neighbourhoods, competing transport options, service frequency, fares and the availability of convenient connections to stations. Last-mile access is particularly important in Bengaluru. A station may be located close to a residential or employment area but remain difficult to reach on foot if pavements are missing, crossings are unsafe or streets are poorly maintained. Feeder buses and shared mobility can bridge some of these gaps, but only when services are frequent and reliable. The city’s dispersed urban form creates another challenge.
Bengaluru’s employment centres and residential districts are spread across a large metropolitan area, meaning many journeys require more than one transport mode. A metro system becomes significantly more useful when passengers can transfer easily between metro lines, buses and other public transport services. The findings also matter because Bengaluru is entering a major phase of metro expansion. New corridors are expected to extend rail access to airport routes, employment clusters and densely populated neighbourhoods. Accurate demand forecasting will be essential to ensure that future infrastructure is aligned with where people actually travel. There is a financial dimension as well. Metro systems require substantial capital expenditure, while operations require continuous spending on staff, energy, maintenance and safety. Strong passenger utilisation can improve the economic efficiency of this investment, although public transport also provides social and environmental benefits that are not captured through fares alone. Improving ridership should therefore focus on removing practical barriers rather than simply increasing the number of stations. Integrated ticketing, dependable feeder services, safe walking routes, affordable fares and coordinated timetables can make the network more attractive to people who currently rely on cars and two-wheelers.
The audit findings offer an opportunity to refine the next stage of Bengaluru’s metro strategy. Future projects should be supported by realistic travel-demand assessments and clear plans for connecting stations with surrounding neighbourhoods. For Bengaluru, the objective should not simply be to build a larger metro network. It should be to create one that people can easily access, afford and rely on for everyday journeys. The success of future investment will ultimately depend on whether new infrastructure translates into sustained passenger use.
