Telangana IAS Transfers Put Hyderabad Urban Administration in Fresh Hands

The Telangana government has transferred 12 IAS officers in a major administrative reshuffle, moving Jayesh Ranjan out of the metropolitan area and urban development portfolio and assigning senior officials new responsibilities across Hyderabad’s urban administration, transport, roads, buildings and utilities departments.

Ranjan, who was Special Chief Secretary to the Government for the Metropolitan Area and Urban Development within HMDA limits, has been transferred as Special Chief Secretary to the Environment, Forests, Science and Technology department. He has also been given full additional charge of Director General, the Environment Protection Training and Research Institute, replacing Shailaja Ramaiyer.

The reshuffle also changes the senior administrative structure overseeing the Hyderabad Metropolitan Development Authority and three municipal corporations. Sarfaraz Ahmad, Metropolitan Commissioner of HMDA, has been placed in full additional charge as Secretary to Government for Metropolitan Area and Urban Development within HMDA limits. He has also been given additional charge as Special Officer for the Greater Hyderabad Municipal Corporation, Cyberabad Municipal Corporation and Malkajgiri Municipal Corporation, relieving Ranjan of these responsibilities.

The changes affect the departments that coordinate metropolitan planning and municipal administration across Hyderabad’s rapidly expanding urban region. The order, issued in the exigency of administration, does not specify individual reasons for the transfers beyond the administrative requirement cited by the government.

Vikas Raj, Special Chief Secretary for Transport, Roads and Buildings, has been transferred as Special Chief Secretary for Energy, replacing Navin Mittal. Ilambarithi K. has been posted as Secretary for Transport, Roads and Buildings in his place and will continue to hold additional charge of the Animal Husbandry, Dairy Development and Fisheries department. The officer has also been placed in full additional charge of the post of Commissioner of Transport.

Mittal has been posted as Special Chief Secretary for Panchayat Raj and Rural Development, Rural Water Supply and Rural Sanitation, and Rural Social Audit, replacing M. Dana Kishore. The changes therefore extend beyond Hyderabad’s metropolitan institutions to departments responsible for transport, roads, buildings, energy and rural infrastructure administration across Telangana.

A. Vani Prasad has been placed in full additional charge of Special Chief Secretary for Sports and Director of Heritage Telangana, after being relieved of the additional charges previously held by Ranjan. Rahul Bojja, Principal Secretary for Revenue (Disaster Management), has been given additional charge of Principal Secretary for Tribal Welfare and will continue to hold the additional charge of Principal Secretary for Backward Classes Welfare.

The order also includes changes in welfare, health and power-sector administration. Shruti Ojha has been posted as Special Secretary for Women, Children, Disabled and Senior Citizens. Sangeetha Satyanarayana has been posted as Director of the same department, replacing Ojha. Md. Musharraf Ali Faruqui has been transferred from Telangana Rythu Power Distribution Company Limited to become Director of Health and Family Welfare, with additional charge of the Institute of Health and Family Welfare and the power distribution company.

Jitesh V. Patil, Chairman and Managing Director of Telangana State Southern Power Distribution Company Limited, has been given additional charge as Vice Chairman and Managing Director of Telangana Renewable Energy Development Corporation, relieving Faruqui of that additional responsibility. The appointments take effect as part of the state government’s transfer order and set the immediate administrative leadership for Hyderabad’s metropolitan and municipal institutions.
