Jayesh Ranjan Seeks VRS, Telangana Urban Administration Faces Change

Telangana special chief secretary Jayesh Ranjan has initiated the process of seeking voluntary retirement from the Indian Administrative Service, nearly 11 months before his scheduled superannuation, according to a report by The Times of India. Ranjan currently heads the municipal administration department and has been closely involved in Telangana’s investment promotion and major business events.

The 1992-batch IAS officer is due to retire in September 2027. The report said Ranjan recently conveyed his decision to Chief Minister A Revanth Reddy. His application has not yet been formally accepted, and his future role after leaving government service remains undecided.

Sources close to Ranjan told the newspaper that he had only initiated the voluntary retirement process and had not finalised plans to enter the corporate sector. Speculation within the bureaucracy has focused on a possible move to a private-sector role, based on his long engagement with technology companies, investors and corporate leaders.

Under the All-India Services rules cited in the report, officers who have completed 30 years of service or reached the age of 50 can seek voluntary retirement by giving three months’ notice and specifying their intended retirement date. Where less than a year of service remains, approval from the Centre’s Department of Personnel and Training is generally not required unless the officer faces pending allegations or disciplinary proceedings. The state government can accept the application and may also waive the notice period.

Ranjan is expected to continue at least until Telangana’s Invest Global Summit, scheduled from December 7 to 9, as he is closely involved in preparations for the event. He had also overseen arrangements for the previous Global Summit held in 2025. Government sources cited by The Times of India said the administration may use his services until the summit concludes.

Ranjan has served as principal secretary of the IT and industries department under both the BRS and Congress governments. In that role, he was involved in engaging with technology companies and investors and was a regular member of Telangana delegations to the World Economic Forum in Davos. His current municipal administration portfolio places the reported move within both the state’s investment-promotion apparatus and its urban governance structure.

If accepted, Ranjan’s VRS would make him the second senior IAS officer to leave Telangana service in the past year, according to the report. In 2025, 1999-batch IAS officer Syed Ali Murtaza Rizvi opted for voluntary retirement, citing personal reasons, and later joined a corporate hospital as its chief executive officer.

The report also cited the earlier cases of former chief secretary Somesh Kumar, who took voluntary retirement after being allocated to Andhra Pradesh amid cadre-allocation disputes and later became an adviser to the then BRS government, and IPS officer RS Praveen Kumar, who took VRS in 2021 before entering politics. The next formal step in Ranjan’s case is the state government’s decision on his application and the timing of his release from service.
