India’s smart-city experiment has produced an extensive digital layer for municipal operations, but its most important test remains physical and immediate: whether residents find cleaner streets, better waste collection and properly processed rubbish. The country has invested around Rs 1.64 lakh crore across roughly 8,067 Smart Cities Mission projects, with about 94 per cent of those projects completed as of May 2025. Yet the evidence on waste management shows that knowing where a garbage vehicle is does not necessarily mean a city has solved the wider problem of urban cleanliness.
More than 66 cities under the Smart Cities Mission use technology for solid-waste management. Around 9,194 waste-collection vehicles have been RFID-enabled for automatic vehicle-location tracking, while many large cities use GPS-enabled vehicles and Integrated Command and Control Centres to monitor collection routes. All 100 Smart Cities have operational Integrated Command and Control Centres, according to the material reported by NDTV Business.
These systems address a genuine administrative weakness. Waste collection is a large, repetitive and dispersed municipal operation involving workers, vehicles, routes and collection points across a city. Without reliable records, municipal authorities may have to depend on supervisors’ reports to establish whether a vehicle visited a neighbourhood or completed its assigned route. RFID, GPS and command-centre systems create a digital trail that can make missed routes easier to identify and operational information easier to consolidate.
That visibility is one of the clearest gains from the technology-led approach. A municipal corporation can monitor vehicle movement, identify gaps in coverage and respond to complaints with more information than it had before. In that sense, smart-city technology has helped make an invisible service more measurable. It has provided a way to track an operation that previously depended heavily on manual supervision.
The latest government figures cited in the report suggest that this has coincided with a substantial expansion in collection coverage. The Economic Survey 2025-26 says door-to-door collection of municipal solid waste has reached 98 per cent of urban wards. It also reports that around 80 per cent of urban municipal waste is now reported to be processed, compared with 16 per cent in 2014-15. The number of waste-collection vehicles has risen to more than 2.5 lakh nationwide.
Those figures indicate a major improvement in the scale of India’s formal waste-management system. Collection coverage, vehicle capacity and reported processing have all expanded significantly over the past decade. If the question is whether municipalities are better equipped to organise household waste collection, the available evidence points towards progress.
But collection coverage is only one stage in the waste chain. The same Economic Survey, as reported by NDTV Business, identifies continuing gaps in segregation quality, processing effectiveness and dumpsite remediation. These gaps matter because waste that is collected is not necessarily waste that is safely handled. A truck can complete its route while mixed waste continues through the system, processing remains limited or old dumpsites remain unresolved.
This distinction changes how smart-city performance should be assessed. A dashboard can confirm that a vehicle has moved through a route. It cannot, by itself, establish whether households separated waste correctly, whether the collected material remained segregated, whether a processing facility handled it effectively or whether a dumpsite was remediated. The technology can record movement, but it cannot substitute for the institutional and physical systems that determine what happens after collection.
The gap is also visible at street level. Household collection routes do not capture every form of urban litter. Plastic bottles can accumulate along roads, leaves can gather beside pavements, and paper and food packaging can collect around markets, bus stops, public parks and other high-footfall areas. Construction zones and public spaces can generate waste that does not fit neatly into a standard household collection schedule.
These are not necessarily failures of GPS or RFID. They reveal that municipal cleanliness is made up of several distinct operations. Household collection, street sweeping, litter picking, market cleaning, transport, segregation, processing and dumpsite management require different equipment, staffing arrangements and forms of oversight. A city may perform well on one part of the chain while remaining visibly weak on another.
Nitin Kaushal, founder and CEO of SFK Group of Companies, told NDTV that monitoring systems need to be complemented by practical equipment for cleaning teams. His point, as presented in the report, is that a system capable of showing whether vehicles are covering routes must also help authorities respond when the problem is litter on the ground. The report cites his company’s association with Spruce Up Industries, Pune, for Jatayu litter-picking machines, with the company saying that more than 100 such machines have been deployed across cities including Gurugram, Jaipur and Mumbai.
The example illustrates a broader operational issue: large waste vehicles are efficient for collection from homes and designated points, but they are not designed for every street-level cleaning task. Specialised equipment may complement existing vehicles in places where a large truck is impractical or where small accumulations of litter are spread across public spaces. The evidence supplied does not establish the performance of these machines independently, but it does show the type of last-mile problem that current technology systems do not automatically solve.
This has implications for the way municipal authorities define and measure outcomes. Vehicle location is an input or process indicator. It can show whether an assigned operation took place. Clean streets, effective segregation and successful waste processing are outcome indicators. They describe what residents experience and what happens to waste after collection. Treating the first category as a substitute for the second risks confusing administrative visibility with service quality.
The policy landscape is similarly divided across stages of the system. The Smart Cities Mission has supported technology infrastructure and projects across 100 cities, while municipal bodies remain responsible for the everyday organisation of waste services. Integrated Command and Control Centres can bring information together, but their usefulness depends on the quality of data entering the system and the authority available to act on that information.
A missed route may be visible on a dashboard, but resolving it can require a supervisor, workers, vehicles, replacement equipment, contractor accountability and a functioning complaints process. Poor segregation may be recorded as a service issue, but improving it depends on household behaviour, collection practices, enforcement and downstream processing capacity. The digital platform can connect these concerns, but it does not remove the administrative responsibilities behind them.
The numbers therefore tell a mixed but significant story. Door-to-door collection has expanded to 98 per cent of urban wards, reported waste processing has risen from 16 per cent in 2014-15 to around 80 per cent, and the national collection-vehicle fleet has crossed 2.5 lakh. At the same time, the reported persistence of gaps in segregation quality, processing effectiveness and dumpsite remediation shows that coverage and capacity do not automatically produce a complete waste-management system.
For residents, the distinction is straightforward. A city is not experienced as a live vehicle map or a command-centre screen. It is experienced through the condition of roads, pavements, markets, parks, bus stops and neighbourhood collection points. The visible result depends on whether the entire chain works consistently, including the tasks that are too small, dispersed or irregular to be solved through a standard route-monitoring system.
The next phase of India’s smart-city agenda will therefore be judged less by the number of dashboards installed than by how effectively digital systems connect with workers, equipment, enforcement and processing infrastructure. The evidence confirms that technology has expanded monitoring and supported wider collection coverage. It also confirms that the unresolved challenge lies beyond tracking: ensuring segregation, processing, dumpsite remediation and street-level cleaning produce a measurable difference in the urban environment. The performance of that final link will determine whether smart-city infrastructure becomes a better municipal service or merely a more visible one.
