Pune: Mounting waste accumulation across several neighbourhoods has exposed growing pressure on Pune’s sanitation infrastructure, with civic authorities acknowledging that rapid urban expansion, inadequate manpower and underperforming processing facilities have widened the gap between waste generation and disposal. The situation underscores the need for integrated solid waste planning as the city continues to expand beyond its traditional municipal boundaries.
The Pune waste management system is currently handling nearly 2,700 metric tonnes of municipal solid waste each day following the addition of newly merged villages into the city’s jurisdiction. However, waste collection and processing capacity has struggled to keep pace with increasing residential density, commercial activity and expanding road networks, resulting in recurring roadside dumping across multiple locations. Recent concerns over waste disposal have intensified following a fatal collapse at a legacy waste site in the neighbouring Pimpri-Chinchwad region, prompting renewed attention to disposal practices across the wider metropolitan area. While the incident occurred outside Pune Municipal Corporation limits, residents across Pune report similar patterns of overflowing waste collection points, illegal dumping and delayed clearance in both residential and transport corridors. Neighbourhoods including Pashan, Sus, Bhosari, Moshi and stretches along the Mutha river corridor have witnessed recurring accumulation of mixed municipal waste, construction debris and discarded household items. Urban planners note that such informal dumping sites emerge when collection systems become inconsistent, encouraging repeated disposal at already polluted locations and creating persistent sanitation challenges.
Officials have acknowledged that civic resources have not expanded proportionately with the city’s physical growth. Although Pune’s road network has increased substantially after jurisdictional expansion, the workforce responsible for maintaining public cleanliness has remained largely unchanged over the past decade. Authorities are now restructuring road maintenance contracts by making contractors accountable for measurable cleanliness outcomes rather than simply deploying sanitation workers. The Pune waste management challenge also extends beyond collection. Experts point out that while processing capacity appears sufficient on paper, several treatment facilities continue to operate below expected performance levels. In addition, specialised infrastructure for handling bulky household waste, textiles and furniture remains limited, resulting in these materials frequently being abandoned in public spaces. Waste segregation also remains uneven despite regulations requiring bulk waste generators, including large housing societies, to process organic waste at source. Environmental specialists believe stronger enforcement, decentralised composting facilities and greater transparency in waste treatment projects will be essential to reducing the burden on municipal infrastructure while improving recycling rates.
An equally important aspect of the system is the city’s network of waste pickers, many of whom continue to experience operational delays when municipal collection vehicles fail to arrive on schedule. These interruptions not only affect livelihoods but also disrupt the timely movement of segregated waste through the recycling chain. Municipal authorities have indicated that additional contractual sanitation teams and revised operational systems will be introduced in the coming weeks, alongside efforts to improve processing plant performance. Urban policy experts caution, however, that sustained improvements will depend on long-term investment in decentralised waste infrastructure, stronger enforcement against illegal dumping and greater public participation in segregation. As Pune continues to urbanise, strengthening waste governance will remain central to building a cleaner, healthier and more climate-resilient city.
