Pune Planning Rules Expand Across Metropolitan Growth Areas

Pune: A unified planning framework has been introduced across the Pune Metropolitan Region after the Maharashtra government extended the Unified Development Control and Promotion Regulations (UDCPR) to the entire jurisdiction of the Pune Metropolitan Region Development Authority (PMRDA), including the Special Planning Area managed by the Maharashtra State Road Development Corporation (MSRDC). The move is expected to standardise development norms, improve regulatory certainty and support coordinated urban expansion across one of India’s fastest-growing metropolitan regions.

The decision follows years of evolving planning policy in the Pune metropolitan area. PMRDA had earlier initiated a draft Development Plan for the region, but the process was subsequently withdrawn, leaving the authority to continue operating under earlier development control regulations. With neighbouring municipal corporations and planning authorities already functioning under the state-wide UDCPR framework, the latest notification seeks to eliminate regulatory inconsistencies across the metropolitan region. The Unified Development Control and Promotion Regulations establish common planning standards governing land use, building permissions, floor space utilisation, infrastructure provisions and urban design. Urban planners believe a uniform regulatory framework can reduce administrative complexity while creating greater predictability for developers, infrastructure agencies and local authorities responsible for delivering public services.

The revised framework also covers the Special Planning Area under MSRDC, which includes approximately 668 square kilometres surrounding the proposed regional ring road and designated growth centres across 117 villages. These locations are expected to witness significant infrastructure investment and urbanisation over the coming years, making regulatory alignment essential before large-scale development accelerates. Planning experts note that applying a single development code across adjoining jurisdictions can strengthen integrated infrastructure delivery, particularly for transport corridors, affordable housing, utilities and environmental management. Consistent planning regulations may also reduce approval delays and improve coordination between multiple agencies involved in metropolitan governance. For citizens, the transition is expected to provide greater clarity regarding construction permissions, redevelopment norms and future land-use planning. Standardised regulations can help minimise confusion arising from varying local development rules while supporting more transparent decision-making for residential and commercial projects.

The decision comes at a time when Pune continues to experience rapid population growth, expanding employment hubs and increasing demand for transport connectivity. With several major infrastructure projects, including regional mobility corridors and new urban growth centres, moving towards implementation, planners emphasise that consistent regulatory oversight will be critical for balancing economic expansion with environmental sustainability and liveability. Authorities are now expected to implement the updated regulations across the notified areas while coordinating with planning agencies, municipal bodies and other stakeholders. Urban development specialists suggest that effective enforcement, public awareness and timely planning approvals will determine how successfully the Unified Development Control and Promotion Regulations translate into orderly, resilient and citizen-focused metropolitan growth.
