Citizens opposing Pune’s proposed High Capacity Mass Transit Route (HCMTMR) project have asked the Pune Municipal Corporation to disclose its plans in detail, arguing that the administration has not explained the project’s design, transport system or potential impact on the city. Representatives of the HCMTMR Citizens Action Committee raised the concerns during a meeting with PMC Commissioner Naval Kishore Ram on September 11, 2026.
The committee said the project was being presented as a solution to Pune’s traffic congestion, but that residents had not received sufficient information about what would be built or how it would affect daily travel. It demanded that the civic administration hold a detailed public discussion and respond to citizens’ questions before advancing the proposal.
The group also sought an official and transparent project plan covering the HCMTMR’s planning process, design and technical specifications. It asked the PMC to explain the project’s likely social and environmental effects, as well as its possible impact on heritage sites. The committee’s concerns centre on the absence of publicly available details about the proposed transport infrastructure.
The HCMTMR Citizens Action Committee said residents needed clarity on the exact nature of the route and the transport arrangement that would be created. It also questioned how the project would influence Pune’s traffic patterns and the wider urban environment. The demands were made in the context of the administration’s stated objective of addressing congestion in the city.
Representatives who met the municipal commissioner included Dr Prajakta Divekar, Pratap Rawal, Mahipal Patwardhan, Narendra Thatte, Kaniz Sukhrani, Makarand Shende and Rajiv Sawant, along with other members of the committee, according to the report. The delegation asked the PMC to place comprehensive project information before citizens and facilitate further discussions.
The report did not include a detailed response from the municipal administration on the committee’s demands, nor did it provide technical information about the route, construction design, implementation schedule or estimated cost of the HCMTMR project. The next step sought by the citizens’ group is a detailed public consultation and the release of the project’s official plan.
