Pune Civic Services Face Delays as Election Code Slows Works

Pune’s essential municipal services, including water supply, drainage, healthcare, sanitation and street lighting, are reportedly facing delays during the enforcement of the election code for the Pune Graduates’ and Teachers’ constituencies, even though urgent civic works can proceed with the municipal commissioner’s approval, according to a report by Lokmat-Pune.

The election covers Pune, Satara, Sangli, Kolhapur and Solapur districts. Polling is scheduled for October 23 and counting is due on October 27. The election code is scheduled to remain in force until October 30, the report said.

The reported slowdown has affected several development works undertaken by the Pune Municipal Corporation. Projects listed under the civic body’s S category, including works worth crores of rupees, are reported to have stalled or been affected after the code came into force. The report did not provide a project-wise list of the delayed works or quantify the total financial value involved.

Essential services are treated differently from routine development or announcement-led works during an election period. According to the report, water, public health, street lighting, sanitation and drainage works are not barred by the election code when they are required for regular civic functioning. Such works can be undertaken with permission from the municipal commissioner.

The distinction is significant for a city administration because delays in these services can affect daily operations across neighbourhoods. Water-supply repairs and drainage maintenance are linked to basic service continuity, while sanitation, healthcare and street-lighting work affect public health and local safety. The report said residents expect these works to continue without being held up in the name of the election code.

The Pune civic administration is also facing an internal staffing constraint. Around 4,000 municipal employees have reportedly been engaged in work related to the Slum Rehabilitation Authority, reducing the personnel available for other civic functions, according to the report. The source did not specify the departments from which these employees were assigned, the duration of their deployment or the effect on individual municipal projects.

The election code has therefore added another administrative constraint at a time when the civic body is already managing competing responsibilities. While the report said several development projects have been affected, it separately indicated that urgent services can continue through the commissioner’s approval. It did not state whether approvals for the reported pending works had been sought or granted.

The immediate administrative issue is whether Pune’s essential services will be separated from routine development activity during the remaining period of the election code. The code is scheduled to end on October 30, following polling on October 23 and counting on October 27. Until then, the report said citizens are seeking urgent action to ensure that water, drainage, health, sanitation and other essential municipal works do not remain pending.
