PMRDA Demolishes Over 4300 Illegal Structures in Pune

The Pune Metropolitan Region Development Authority (PMRDA) has launched an aggressive demolition drive, clearing over 4,300 illegal encroachments in just three weeks. This large-scale operation aims to address persistent traffic congestion and reclaim public land across key roads and highways in Pune.

Officials have confirmed that the drive will continue for several more days, with significant progress already made in the affected areas.
The operation has been carried out in two distinct phases. The first phase, from March 3 to 13, saw the removal of more than 2,500 encroachments, while the second phase, from March 17 to 27, resulted in the demolition of around 1,840 structures. A senior PMRDA official noted a noticeable decline in the number of structures being removed as residents began voluntarily dismantling their encroachments after observing the seriousness of the enforcement action. The illegal structures targeted during the drive included commercial shops, temporary tin sheds, and permanent brick constructions. These encroachments were predominantly located along high-traffic routes such as the Pune-Satara Highway, Pune-Solapur Highway, Pune-Nashik Highway, and Hinjewadi-Man Road. In recent days, the operation has expanded to cover additional areas, including the Shikrapur-Shirur stretch of the Pune-Ahmednagar Highway and Bavdhan-NDA Road.

The campaign was initiated in response to numerous complaints from citizens and urban planners regarding traffic bottlenecks caused by unauthorized structures. These encroachments not only obstructed the free flow of traffic but also compromised the safety of commuters and hindered the city’s efforts to develop a sustainable urban infrastructure.
The demolition drive is being conducted in collaboration with several government bodies, including the Public Works Department (PWD), National Highways Authority of India (NHAI), Pune Municipal Corporation, Pimpri Chinchwad Municipal Corporation, Maharashtra Industrial Development Corporation (MIDC), Maharashtra State Road Development Corporation (MSRDC), and local administrative units.
A PMRDA official explained that the purpose of the operation is not just to clear illegal structures but also to improve the overall quality of urban life. “The drive is part of our broader strategy to enhance road infrastructure, improve traffic management, and create sustainable urban spaces. We are also encouraging residents to voluntarily remove encroachments before enforcement actions are taken,” the official stated.

While the operation has received support from many quarters, it has also sparked concerns among small business owners and residents who depend on these structures for their livelihoods. Some experts argue that the government should provide adequate support, such as relocation assistance or compensation, to those affected.
Urban development experts have emphasised the importance of balancing enforcement with social responsibility. “While clearing encroachments is crucial for sustainable city growth, the process should be sensitive to the needs of vulnerable communities. Providing alternative solutions, such as designated spaces for small businesses, can help mitigate the socio-economic impact,” an urban planning expert noted. Despite these concerns, PMRDA officials remain firm in their commitment to the drive. They argue that the removal of illegal encroachments is essential for Pune’s growth as a smart, sustainable city. “This initiative aligns with our vision of creating eco-friendly, zero-net carbon urban spaces. By reclaiming public land, we are not only addressing traffic congestion but also promoting inclusive urban development,” the official added.

The demolition drive is scheduled to continue until March 30, with authorities closely monitoring the progress. PMRDA officials have assured the public that they will continue to engage with stakeholders, including affected residents and business owners, to ensure that the process is carried out fairly and transparently.
As Pune continues to expand and evolve, this drive represents a crucial step towards building a more sustainable, efficient, and equitable urban environment.
