Palamu Opens Startup Drive With Interest-Free Loans Up to Rs 10 Lakh

The Palamu administration has invited applications for the Jharkhand Incubator Programme, offering selected early-stage and idea-stage startups interest-free loans of up to Rs 10 lakh, mentoring and business support. Online applications for the state initiative close on October 15.

Deputy Commissioner Dilip Pratap Singh Shekhawat reviewed the programme during a meeting with officials of the Jharkhand State Livelihood Promotion Society (JSLPS) and prospective entrepreneurs in Daltonganj on Tuesday. The meeting was aimed at increasing participation from Palamu in the state-level initiative.

Officials said the programme plans to select 150 early-stage and idea-stage startups across Jharkhand’s 24 districts. It is focused on non-agricultural ventures and will provide selected entrepreneurs with access to interest-free finance, mentorship, workforce support and business resources.

Shekhawat said the incubator would create a structured support system for emerging entrepreneurs. Technical and business mentoring will be provided through IIM Calcutta, he said.

The programme’s stated focus on production-based businesses is significant for a district where small enterprises are expected to anchor local economic activity. Anita C Kerketta, JSLPS district programme manager, said the initiative would prioritise manufacturing-based enterprises and value creation through production rather than repackaging.

Officials identified ceramic tiles, ready-made garments, herbal products, refractories and furniture manufacturing as possible areas for startups. Palamu has more than 5,400 registered micro, small and medium enterprises, according to officials cited in the programme briefing.

The administration’s approach combines financial assistance with incubation and technical support. That structure is intended to address more than the initial capital needs of entrepreneurs: applicants are also being offered mentoring, workforce assistance and access to business-related resources. The available information does not specify the individual selection criteria, disbursement schedule or repayment conditions applicable to the interest-free loans.

The programme also highlights the infrastructure constraints that can shape whether local enterprises move beyond the early stage. Palamu MP Vishnu Dayal Ram said poor air connectivity continued to constrain industrial growth and discouraged large investors despite the region’s business potential.

For Palamu’s prospective entrepreneurs, the immediate requirement is to submit applications before the October 15 deadline. The state plans to select the participating startups from applicants across all 24 districts, while the district administration is continuing efforts to improve local participation in the programme.
