Muzaffarpur Civic Officer Faces DA Case After Rs 1-Crore Search

The Vigilance Investigation Bureau (VIB) has searched three premises linked to Sushil Kumar, executive officer of Madhopur Susta Nagar Panchayat in Muzaffarpur, after registering a disproportionate-assets case against him. The searches took place in Patna, Muzaffarpur and Saharsa, according to the bureau.

The case was registered on November 4 under the Prevention of Corruption Act, 1988, as amended in 2018. The VIB has accused Kumar of accumulating assets worth more than Rs 1 crore, allegedly disproportionate to his known sources of income. The allegations have not been tested in court.

According to the bureau’s preliminary assessment, six immovable properties were identified in the names of Kumar, his wife Chandni Gupta and other family members. Their combined estimated value was placed at more than Rs 1 crore. The searches also found bank deposits of around Rs 28 lakh, the VIB said.

The bureau said Kumar’s total assets were approximately 110% higher than his known sources of income. The figure reflects the VIB’s preliminary assessment in the case and may be subject to further investigation and legal proceedings.

Kumar is posted as the executive officer of Madhopur Susta Nagar Panchayat, an urban local body in Muzaffarpur district. Executive officers in Nagar Panchayats are responsible for the administrative functioning of the civic body, including the implementation of municipal decisions and supervision of local civic operations within the authority’s jurisdiction.

The searches across three locations indicate that investigators are examining assets and financial records connected to the officer and his family members. The bureau’s account specifically refers to property registrations involving Kumar, his wife and other family members, as well as deposits held in banks.

A disproportionate-assets case generally examines whether a public servant possesses property or financial resources that cannot be explained by known lawful income. Under the Prevention of Corruption Act, investigators assess the public servant’s known sources of income, expenditure and assets before determining whether the difference warrants criminal proceedings.

For residents of Nagar Panchayat areas, such cases bring scrutiny to the integrity of the administrative systems through which local services are delivered. Nagar Panchayats handle civic functions within smaller urban settlements, making the conduct of their senior officials relevant to public administration, local infrastructure and municipal service delivery.

The VIB’s search is an investigative step and does not by itself establish guilt. The agency’s preliminary findings will have to be supported through further investigation and the judicial process. The bureau has not, in the supplied report, announced any arrest, recovery beyond the identified assets and deposits, or further procedural milestone.
