Mumbai Mangrove Clearance Raises Ecological Accountability

A judicial clearance for the removal of 847 mangrove trees linked to critical infrastructure supporting the Mumbai–Ahmedabad High-Speed Rail corridor has reignited debate over how India balances large-scale transport development with the protection of fragile coastal ecosystems. While permitting the project to proceed, the Bombay High Court emphasised that the decision was an exceptional one and warned against treating distant compensatory plantations as an adequate substitute for local ecological restoration. The approval relates to the construction of a 132-kV electricity transmission line and substation required to power sections of the high-speed rail network. The work involves diversion of approximately 3.35 hectares of forest land, including nearly two hectares of mangrove habitat, an ecosystem recognised for protecting coastal regions from flooding, erosion and storm surges while supporting biodiversity.

In its observations, the court underlined that Compensatory Afforestation should restore environmental functions lost at the project site rather than merely satisfy numerical plantation targets. The judges noted that replacing coastal vegetation with plantations located several hundred kilometres away weakens the ecological purpose of environmental mitigation, particularly in climate-sensitive urban regions such as the Mumbai Metropolitan Region. The case drew attention to a proposal to undertake compensatory plantation in Solapur district, far from the affected mangrove zone in Palghar. Environmental stakeholders argued that such an approach could not recreate the environmental services provided by mangrove ecosystems, including carbon sequestration, flood buffering and habitat protection. While accepting those concerns in principle, the court allowed the project after project authorities committed to raising more than 26,000 mangrove saplings in the Thane region in addition to the statutory plantation programme.

Beyond the individual project, the ruling highlighted broader governance issues surrounding Compensatory Afforestation. The bench criticised delays in implementing previously directed reforms aimed at improving transparency in plantation monitoring, creating land banks for afforestation and ensuring long-term survival of compensatory plantations. It directed the state administration to complete pending compliance measures within four weeks, signalling that environmental accountability must accompany infrastructure expansion. Urban planners note that the judgment reflects a growing shift in environmental governance, where the quality, location and ecological relevance of restoration measures are receiving greater judicial attention than simple plantation counts. As climate risks intensify across India’s coastal cities, preserving natural buffers such as mangroves has become increasingly important for urban resilience alongside investments in transport infrastructure.

The ruling also reinforces the expectation that nationally significant infrastructure projects should integrate scientifically informed environmental safeguards from the planning stage. As high-speed rail construction advances across western India, future project approvals are likely to face closer scrutiny over whether ecological restoration genuinely compensates for environmental loss while supporting sustainable urban development.
