The Brihanmumbai Municipal Corporation (BMC) has identified the city’s most persistent flood-prone locations under its latest Mumbai Waterlogging Hotspots assessment, reinforcing the need for neighbourhood-specific flood mitigation alongside large-scale drainage upgrades. The mapping exercise highlights that while the Mithi River basin remains Mumbai’s most vulnerable flooding corridor, western suburbs linked to the Poisar and Dahisar river systems are emerging as priority areas requiring targeted interventions before extreme rainfall events become more frequent. The latest flood preparedness framework identifies multiple civic wards that have repeatedly experienced severe waterlogging during the monsoon over the past decade. Neighbourhoods spanning Kurla, Sion, Ghatkopar, Vidyavihar, Bandra East, Andheri East and West, Powai, Mahim and Dharavi continue to remain vulnerable because of their location within the Mithi River catchment, where dense urban development, tidal influence and constrained drainage networks combine to increase flood risk.
The assessment also places Malad, Kandivli and Borivali among significant Mumbai Waterlogging Hotspots, reflecting the growing importance of the Poisar and Dahisar river catchments in the city’s flood management strategy. Urban planners note that these western suburbs have undergone rapid urbanisation over the past two decades, increasing impervious surfaces and reducing natural water absorption, factors that amplify localised flooding during intense rainfall. Municipal officials indicate that flood mitigation measures will vary according to local conditions rather than relying on a single engineering solution across the city. While the ongoing flood management programme centred on the Mithi River involves extensive infrastructure investment, authorities believe waterlogging in north-western suburbs can be addressed through decentralised interventions such as improved drainage connectivity, upgraded outfalls and flood-control structures that reduce tidal backflow. As part of this strategy, the civic administration is progressing with the installation of automated floodgates at critical discharge points.
A significant proportion of these structures are planned for the Mithi basin, while additional gates will be positioned at outfalls connected to the Arabian Sea to prevent seawater intrusion during high tides, a recurring factor that restricts stormwater discharge during heavy rainfall. Climate experts have increasingly warned that Mumbai’s flood vulnerability is no longer confined to historically low-lying neighbourhoods. More frequent cloudburst events, sea-level rise and expanding urban construction have altered runoff patterns across several catchments, making localised flooding a wider metropolitan challenge. This has strengthened the case for combining major infrastructure projects with catchment-level planning, green infrastructure and regular maintenance of natural drainage channels.
The mapping exercise is expected to guide future investments in drainage upgrades, emergency response planning and land-use management across Mumbai. Urban policy specialists argue that continuous monitoring of flood-prone locations, combined with resilient infrastructure and protection of natural waterways, will be essential if the city is to reduce economic disruption, safeguard neighbourhoods and improve climate resilience as extreme weather events become more frequent.
