Mumbai’s long-delayed effort to strengthen east-west road connectivity is approaching a critical milestone as the second phase of the Santacruz-Chembur Link Road corridor nears completion, with authorities accelerating final construction work on the Bandra Kurla Complex to Vakola connector. The infrastructure project is expected to reshape travel patterns across some of the city’s most congested commercial and residential districts while improving access between Mumbai’s eastern and western transport corridors. Senior officials from the Mumbai Metropolitan Region Development Authority recently reviewed on-ground progress along the final construction stretch and directed contractors to expedite pending works without compromising engineering quality or commuter safety. According to project assessments, nearly the entire physical construction of the second phase has been completed, placing the corridor close to operational readiness.

The Santacruz-Chembur Link Road, commonly referred to as SCLR, has evolved into one of Mumbai’s most strategically important urban mobility projects. Designed to connect the Eastern Express Highway with the Western Express Highway, the corridor links key economic zones including Bandra Kurla Complex, Kurla, Kalina, Santacruz and Chembur through a network of elevated roads, flyovers and interchanges. Urban transport planners say the project addresses a long-standing structural imbalance in Mumbai’s mobility network, where north-south movement has historically received greater infrastructure investment than east-west connectivity. The absence of efficient cross-city corridors has contributed to severe congestion, longer fuel consumption cycles and rising commuter travel times across the metropolitan region. Once fully operational, the expanded SCLR network is expected to significantly reduce journey durations between Mumbai’s eastern suburbs and major business districts in the western corridor. Infrastructure analysts estimate that improved traffic flow could lower pressure on internal arterial roads while also easing bottlenecks around the Bandra Kurla Complex, one of India’s largest commercial districts.

The project also carries wider economic implications for Mumbai’s commercial ecosystem. Faster connectivity between business centres, logistics routes and residential neighbourhoods can influence labour mobility, freight efficiency and real estate demand across adjoining micro-markets. Areas surrounding Kalina, Vakola and Chembur are already witnessing increased infrastructure-linked redevelopment activity as transport access improves. However, urban sustainability experts caution that road expansion alone cannot permanently resolve metropolitan congestion unless integrated with public transport upgrades and transit-oriented planning. While corridors such as the Santacruz-Chembur Link Road improve vehicular mobility, planners argue that future infrastructure strategies must prioritise multimodal integration, pedestrian accessibility and lower-emission transport systems to ensure long-term climate resilience. The nearing completion of the SCLR Phase 2 project also reflects Mumbai’s broader push to modernise urban infrastructure amid rising population density and growing economic activity across the metropolitan region. Authorities are now focused on completing finishing works and operational clearances before opening the remaining corridor sections to traffic.

Transport observers say the project’s success will ultimately depend on how effectively it integrates with Mumbai’s expanding metro network, suburban rail systems and future mobility infrastructure planned across the eastern and western suburbs.
