Kolkata Drives Wider Electricity Access For Anganwadis
West Bengal is preparing to extend electricity access to around 55,000 Anganwadi centres through a Rs 33-crore programme financed from the corporate social responsibility funds of two state power utilities. The move addresses a basic infrastructure gap across Integrated Child Development Services facilities and could improve conditions for children, caregivers and frontline workers, particularly in centres operating in underserved areas.
The initiative follows a Power Department notification issued on 6 August and brings the electricity and women-and-child-development departments together for implementation. The funding will come from West Bengal State Electricity Transmission Company and West Bengal Power Development Corporation, with Rs 8.25 crore from each utility earmarked for release during the current financial year and a similar allocation planned for the following year.The scale is significant because Anganwadi centres function as neighbourhood-level public infrastructure rather than simply childcare facilities. They support early childhood development, nutrition services and other government programmes. Reliable power can therefore affect everyday operations, from lighting and ventilation to the use of basic electrical equipment and the ability to maintain a safer indoor environment during periods of heat.The Bengal Anganwadi electricity programme will not, however, involve a uniform rollout. The Women and Child Development and Social Welfare Department is expected to prepare a list of approximately 55,000 centres and classify them according to their existing condition and readiness. Centres will then be taken up in phases based on priority. This approach could help direct limited resources towards locations where infrastructure deficiencies are greatest.
Implementation responsibility has been assigned to West Bengal State Electricity Distribution Company, working with the social welfare department. Its regional offices will prepare execution plans and undertake the work across districts. Electricity connections will be registered in the name of the relevant Child Development Project Officer, while the contact details of the Anganwadi worker or helper will be linked to the connection for meter installation.The programme also includes monitoring provisions that could prove important at this scale. Before-and-after photographs carrying geographical coordinates will be required to document installations, while completion certificates must be jointly signed by the Anganwadi worker and the distribution utility’s station manager. Utilisation certificates and implementation reports will subsequently be submitted to the funding utilities.For communities, the more important test will be whether electricity access translates into dependable, usable infrastructure rather than merely new connections.
Energy-efficient lighting, safe wiring, adequate ventilation and maintenance will determine the practical value of the investment. The Bengal Anganwadi electricity rollout therefore represents not only a connectivity exercise but also a test of how basic public infrastructure can be delivered across thousands of dispersed neighbourhood facilities.As work moves into phases, transparent prioritisation, reliable service and long-term maintenance will be critical to ensuring that the investment improves everyday conditions for the people who depend on these centres.
