Maharashtra Plans Smarter Roads With New Traffic System

Maharashtra is preparing a ₹250-crore traffic management system for rollout in 2026–27 as authorities seek to tackle road crashes through technology alongside public education. The plan, announced in Thane, comes with a mobile road-safety programme that will take traffic lessons into schools and residential communities, signalling a broader shift towards prevention rather than relying only on post-violation enforcement. The proposed traffic management system is expected to use technology-led methods modelled on systems adopted internationally. Details of its final design and statewide deployment have not yet been fully disclosed. Maharashtra has previously pursued Intelligent Traffic Management System (ITMS) infrastructure on heavily trafficked national highways and important roads, including monitoring and enforcement at accident-prone locations.

The technology investment is being paired with a more local approach to road safety. Thane’s newly launched Traffic School on Wheels will use a specially equipped van to visit two schools each day. The unit has a screen for showing 40 short films covering practical road behaviour, while one traffic official and four staff members will conduct the programme. Authorities are also considering extending the initiative to large housing societies. The programme is significant because road safety extends beyond motorists. Pedestrians and two-wheeler users face particularly high exposure on urban roads, where conflicts occur at junctions, crossings and mixed-traffic corridors. State figures cited at the launch show that 3,110 pedestrians and about 7,782 two-wheeler riders died in road crashes across Maharashtra in 2023.

The government also plans traffic parks near Regional Transport Offices, where residents and children can learn road rules in controlled environments. A proposal to introduce traffic rules into school textbooks would push safety education further into everyday learning rather than treating it as an occasional campaign. For cities, however, education alone cannot compensate for unsafe street design, weak enforcement or poorly managed traffic flows. Urban planners increasingly view road safety as a system issue involving road geometry, pedestrian infrastructure, vehicle speeds, public transport access and enforcement. Technology can improve monitoring, but its value will depend on whether data leads to quicker intervention at dangerous locations.

The ₹250-crore plan therefore needs to be assessed not only by how much equipment is installed, but by whether it reduces deaths and serious injuries. A safer transport system should make walking, cycling, public transport and everyday road travel more predictable for citizens. The next test will be implementation: clear safety targets, transparent performance data and consistent attention to the most vulnerable road users.
