Kaleshwaram Crisis Exposes Telangana’s Broken Water Strategy

The Telangana Assembly’s debate over El Nino measures has revealed a deeper problem than a dispute over drought management: the State is struggling to decide how to use, repair or replace critical irrigation infrastructure while water shortages intensify. The immediate dispute centres on the Kaleshwaram project’s Medigadda, Annaram and Sundilla barrages, the stalled Tummidihatti project and the State’s failure to convert available river inflows into dependable irrigation and reservoir storage.

The debate brought competing explanations into the open. The Congress government attributed the water situation to the previous 10-year BRS rule as well as El Nino. BJP legislators accused the government of using El Nino to conceal its own failure to act during its 33 months in office. Beneath that political exchange lies a governance question with direct consequences for farmers, drinking-water security and public safety: who is responsible for maintaining the State’s irrigation system when a major project is declared unsafe for storing water, and what mechanism replaces it while repairs remain pending?

## Kaleshwaram’s safety problem has become a water-planning problem

Irrigation Minister N Uttam Kumar Reddy told the Assembly that the Medigadda, Annaram and Sundilla barrages were unsafe for storing water and not fit for use. He said the government could not risk public safety by operating them and that restoration work had been delayed in accordance with the recommendations of the National Dam Safety Authority, or NDSA.

The statement places safety at the centre of the State’s irrigation dilemma. A barrage cannot be treated simply as a storage asset if the authority responsible for its operation considers it unsafe. At the same time, taking the structures out of regular use creates a capacity problem, particularly when the wider system has been designed around the movement and storage of river water through linked infrastructure.

BJP floor leader Alleti Maheshwar Reddy demanded immediate action to utilise Godavari water, fill reservoirs and tanks, and either restore Kaleshwaram or take up the Tummidihatti project. He also questioned the delay in acting on the NDSA report and sought a clear timeline for repairs. The government, however, said the restoration process was being followed according to the safety authority’s recommendations.

The disagreement is therefore not only about whether repairs are necessary. It is also about whether the State has communicated a credible transition plan: the condition of each barrage, the work required, the sequence of repairs, the expected timeline and the alternative infrastructure available while the project remains constrained. The debate, as reported, did not produce a comprehensive public relief or restoration plan.

## The capacity gap is visible in the numbers placed before the House

The government’s assessment, cited during the debate, put Telangana’s available water at 462 TMCft against a project storage capacity of 808 TMCft. The figure indicates a substantial difference between the capacity created or planned by the irrigation system and the water actually available for storage at the time under discussion.

BJP MLA Palvai Harish Babu questioned why Pranahita river water was not being utilised when the river had received around 607 TMCft of inflows since January. That argument points to a distinction often lost in political discussions about large water projects: physical water availability, storage capacity, conveyance infrastructure and safe operating conditions are separate parts of the same system.

A river may receive substantial inflows without those flows automatically becoming usable irrigation water. The water must be captured, moved, stored or diverted through infrastructure that is operational and safe, and then distributed to the areas intended to receive it. The Assembly exchange did not establish why the reported Pranahita inflows had not been fully utilised, but it highlighted the need for the government to explain that chain publicly.

The figures also show why the Kaleshwaram question cannot be separated from the broader management of reservoirs, tanks and smaller distribution networks. If the State’s available water is below the storage capacity associated with its projects, the issue is not only building more infrastructure. It is also ensuring that existing assets, river links and local water bodies work together under changing rainfall conditions.

## Drought is exposing coordination failures across institutions

Revenue Minister Ponguleti Srinivas Reddy said 17 districts had recorded rainfall deficits of 20 to 46 per cent. Ministers D Seethakka and Ponnam Prabhakar described El Nino as a worldwide phenomenon and said Telangana alone could not provide relief to people. They also blamed the Centre for failing to provide relief measures, including financial assistance.

The competing claims reveal how drought response is distributed across levels of government. The State controls the operation and repair of its irrigation assets, the management of reservoirs and the protection of drinking-water supplies. The Centre may be asked to provide financial support or coordinate assistance. Maharashtra’s cooperation is also relevant to the proposed Tummidihatti project, according to the debate.

The irrigation minister called on BJP leaders to help convince the Centre and the Maharashtra government to expedite Tummidihatti’s construction. That demand shows that the project is not merely a technical alternative to Kaleshwaram. Its progress depends on administrative and intergovernmental coordination beyond Telangana’s own departments.

CPI floor leader Kunamneni Sambasiva Rao urged the government not to turn El Nino into a political blame game. He called for immediate alternatives, completion of pending works and consideration of small link canals connecting available Godavari and Krishna waters. His intervention broadened the discussion from two major projects to a network-based response involving smaller links and unfinished works.

That distinction matters because a crisis in a large project can make the entire water strategy appear frozen. Smaller links, local tanks and pending works may not replace the capacity of a major barrage, but the Assembly discussion indicated that they are part of the State’s available response. The report does not establish which of these works are technically or financially ready, leaving their practical role unresolved.

## Farmer relief is linked to infrastructure decisions

The debate also connected water-system failures with household and farm-level financial stress. BJP MLA Payal Shankar urged the implementation of the Pradhan Mantri Fasal Bima Yojana and sought a State Level Bankers Meeting to consider deferment of agricultural loan collections because of the El Nino crisis.

These demands show that irrigation policy is not confined to engineering departments. When rainfall deficits affect cultivation, the consequences extend to crop insurance, credit repayment and the timing of agricultural decisions. A government response focused only on reservoirs and barrages would not address the full impact on farmers, while financial relief without a functioning water strategy would remain temporary.

The Assembly report says the government stated that it was monitoring reservoirs, protecting drinking-water supplies and planning for the next agricultural season. It also says that no comprehensive relief plan was offered during the five-hour debate. That gap is significant: monitoring and preparedness are administrative functions, but citizens and farmers ultimately need clarity on the measures that will follow from that monitoring.

## The unresolved question is accountability for the transition

The Kaleshwaram dispute has developed across successive governments. The current Congress government attributes part of the crisis to the previous BRS administration and says the barrages cannot be used because of safety concerns. The BJP argues that the Congress has had 33 months to resolve the irrigation problem and has delayed action. Both positions focus on political responsibility, but the operational system requires a more specific form of accountability.

A useful public record would distinguish between structural safety findings, repair decisions, project alternatives, available water, financial requirements and relief measures. The debate, as reported, contains fragments of each issue but not a single timeline joining them together. Without that timeline, the dispute is likely to continue while farmers and local administrations plan around uncertainty.

The next phase will depend on what the government does with the NDSA recommendations, whether it publishes a clear schedule for barrage restoration, and how it advances or reassesses Tummidihatti. It will also depend on whether the Centre and Maharashtra participate in the proposed coordination, and whether immediate measures such as reservoir management, pending works, crop insurance and credit relief are converted into a coordinated programme.

The Assembly debate confirms that Telangana’s water challenge is not explained by El Nino alone. It combines rainfall deficits, disputed project performance, safety constraints, incomplete alternatives, intergovernmental dependence and pressure on farmers. What remains unclear is the sequence through which the State intends to address these problems. That sequence, rather than another round of blame, will determine whether Telangana’s irrigation system can provide reliable water while major infrastructure remains under question.
