Hyderabad: Air travellers using Hyderabad’s Rajiv Gandhi International Airport could benefit from a proposed regulatory change that would delay airport infrastructure charges until new facilities are operational. The move aims to align passenger fees with actual service availability while supporting one of India’s fastest-growing aviation hubs as it prepares for a major expansion over the coming years.

The proposed Hyderabad airport user fee framework has been put forward by the Airports Economic Regulatory Authority (AERA), which is reviewing how airports recover investments made in large infrastructure projects. If implemented, the revised approach would prevent passengers and airlines from paying higher charges for facilities that are still under construction. The proposal comes as Hyderabad’s international airport advances significant expansion plans, including a new passenger terminal and additional airside infrastructure designed to accommodate future growth in passenger traffic and aircraft operations. These projects are expected to substantially increase airport capacity as Hyderabad strengthens its position as a key aviation gateway for southern India. Under the existing tariff model, airports can include projected capital expenditure while determining user charges for a regulatory period, allowing costs to be recovered before infrastructure becomes operational. AERA’s proposed “user pay” approach seeks to address this issue by ensuring that tariff revisions occur only after major projects have been completed and made available for public use.

The regulator has also proposed an Incremental Annual Revenue Requirement mechanism for high-value airport projects. Under this system, investment costs would be assessed individually based on project timelines, financing arrangements and completion status, helping create a closer link between infrastructure delivery and tariff recovery. Aviation economists believe the revised Hyderabad airport user fee model could improve transparency while strengthening consumer confidence in airport regulation. Charging users only after assets become operational is widely viewed as a more equitable approach, particularly for projects with long construction timelines or evolving implementation schedules.

The policy discussion also reflects broader challenges facing India’s aviation sector as airports invest heavily to meet rapidly rising travel demand. Balancing infrastructure financing with affordable passenger charges has become increasingly important as cities expand airport capacity to support economic growth, tourism and international connectivity. Hyderabad’s airport has witnessed sustained growth in recent years, expanding its domestic and international route network while recording higher passenger volumes. Continued investment in terminals, runways and associated infrastructure is expected to reinforce the city’s role as a logistics, business and tourism hub, supporting wider regional development. Urban mobility specialists note that modern aviation infrastructure plays a critical role in metropolitan competitiveness, but long-term success depends on combining efficient expansion with transparent regulatory practices. A tariff framework that links charges directly to completed infrastructure could provide a balanced model for financing growth while protecting passenger interests as Hyderabad’s aviation network continues to evolve.
