The decision signals a growing shift towards technology-assisted adjudication in India’s urban housing sector, where delayed projects and stalled investments continue to affect thousands of families.

The dispute involved a residential project located near the Dwarka Expressway corridor in Sector 108, one of Gurugram’s fastest-transforming urban growth belts. The buyer had booked an apartment more than a decade ago and made substantial payments before construction delays disrupted possession timelines. Although the authority had earlier directed a refund with interest, the latest proceedings focused on compensation linked to lost property appreciation and emotional distress. In arriving at its decision, the adjudicating authority examined broader housing market movements along the Dwarka Expressway and nearby sectors. Since conventional valuation evidence was limited, the officer relied on AI-generated summaries sourced through publicly available digital search tools to assess how residential prices evolved during the delay period. The authority concluded that residential values in the corridor had sharply increased over recent years due to improved connectivity, expressway expansion, and large-scale infrastructure investments.

Based on these market indicators, compensation exceeding Rs 26 lakh was awarded to the complainant, along with additional amounts for litigation costs and mental hardship. The ruling is among the clearest examples yet of AI property valuation being incorporated into a quasi-judicial urban governance framework in India. Earlier this year, the same authority adopted a similar approach while determining compensation in a separate Gurugram housing dispute involving structurally unsafe apartments in Sector 109. Urban policy experts say the growing use of digital intelligence tools in housing disputes reflects mounting pressure on regulators to address prolonged project delays, rising property prices, and widening trust deficits in the real estate market. Gurugram alone has witnessed years of litigation linked to delayed possession, incomplete infrastructure, and disputes over compensation calculations. The wider implications extend beyond individual homebuyers.

Analysts tracking urban expansion believe AI property valuation could gradually influence how compensation, insurance claims, redevelopment payouts, and land acquisition assessments are handled across Indian cities. However, legal experts also caution that AI-generated insights cannot substitute independently verified evidence and may require stronger procedural safeguards before wider institutional adoption. The case also highlights the changing economics of India’s peripheral urban corridors. Areas along the Dwarka Expressway have seen rapid appreciation driven by highway connectivity, airport access, and mixed-use real estate expansion. Yet these gains have often unfolded alongside delayed housing delivery and uneven civic infrastructure, raising larger questions around accountability in rapidly urbanising regions. As Indian cities continue to expand outward, regulators are increasingly being pushed to modernise dispute resolution systems while balancing transparency, data reliability, and citizen protection.
