Guindy’s Sewage Overflow Shows the Cost of Building Chennai’s Underground Systems Separately

Chennai is racing to complete stormwater drains before the northeast monsoon. At Guindy Industrial Estate, that urgency has collided with another essential urban network: sewerage.

On Ekkaduthangal Road in the south phase of the SIDCO Industrial Estate, sewage has reportedly been overflowing onto the street for more than a week while Greater Chennai Corporation stormwater-drain construction is under way.

Workers, IT employees and pedestrians have been navigating foul wastewater. Residents and commuters allege that sewage is entering the stormwater network through unauthorised connections and that construction has contributed to the present overflow. GCC says it will act against illegal sewage connections and has called on Chennai Metro Water to ensure commercial and household drainage lines are leak-free.

The immediate requirement is obvious: remove the sewage and restore safe access.

The more important requirement is to establish how it happened.

The cause cannot remain an interdepartmental argument

GCC controls the stormwater work.

CMWSSB manages Chennai’s sewerage system.

Industrial and commercial establishments own private wastewater connections.

A contractor is executing infrastructure work.

When sewage reaches the road, any one—or several—of those interfaces may have failed.

The available evidence does not yet prove whether:

  • an existing sewer was damaged during excavation;
  • an illegal sewage connection had already entered the SWD;
  • a private property drain was diverted;
  • an existing sewer overflow was exposed by construction;
  • or temporary arrangements during the works were inadequate.

Those possibilities require an engineering inspection, not competing assertions.

GCC and CMWSSB should conduct a joint dye test, CCTV sewer inspection and connection survey along the affected stretch and publish the result.

Monsoon deadlines cannot override utility coordination

This incident is particularly significant because GCC has ordered ongoing stormwater works to be completed by August.

The city is rightly attempting to close missing drainage links and clear waterways before the northeast monsoon.

But faster construction creates its own risk when existing underground utilities are not accurately mapped.

Before excavation begins, every SWD package should have a verified utility plan identifying:

  • sewer mains;
  • sewer house connections;
  • water mains;
  • electricity cables;
  • telecom infrastructure;
  • gas or industrial utility lines where relevant;
  • and drainage outfalls.

Where conflicts exist, agencies need an approved temporary-diversion plan.

Otherwise, the city can complete a flood-protection asset while damaging another essential service.

GCC already knows sewage intrusion is a construction risk

This is not an unforeseen engineering problem.

GCC’s environmental documentation for other drainage projects explicitly warns that stormwater systems can become contaminated by sewage and industrial wastewater. During construction, it identifies temporary sewer arrangements such as rider sewers or diversion towards nearby manholes as measures to prevent wastewater spilling into drains or streets.

The Guindy project should now be audited against the same principle.

Was the sewer network surveyed before excavation?

Were illegal connections mapped?

Was temporary sewage conveyance provided?

Was CMWSSB present when work crossed sewer lines?

Were commercial establishments instructed to modify private connections?

Who signed the pre-construction utility clearance?

Those answers will reveal whether the overflow was an unforeseeable failure or a preventable coordination gap.

Guindy is not an ordinary isolated street

The industrial estate’s drainage system is hydrologically important.

GCC’s own records describe the 1.8-km SIDCO Canal as a major conduit carrying runoff from surrounding and upstream areas towards the Adyar. The industrial estate is low-lying, and GCC has specifically taken over the canal to improve desilting and ensure free flow.

That makes dry-weather sewage entry into the stormwater system particularly undesirable.

Storm drains ultimately need to discharge somewhere.

If wastewater remains connected when the SWD becomes fully operational, the infrastructure designed to remove rainfall can become an efficient conveyor of pollution.

Disconnecting the illegal inlet is therefore more important than merely pumping away the visible street overflow.

The new GCC–SIDCO arrangement creates clearer responsibility

Earlier this year, GCC assumed a much larger civic role inside Guindy Industrial Estate.

The corporation agreed to maintain roads, streetlights, stormwater drains, solid waste and other infrastructure in Guindy and Ambattur for 30 years.

A separate city programme is now preparing broader upgrades across approximately 20 km of Guindy estate infrastructure.

That transition creates an opportunity.

Rather than reconstruct roads and drains individually, GCC should make Guindy a pilot for integrated utility coordination.

Before each street is rebuilt:

  1. CMWSSB inspects the sewer;
  2. illegal wastewater connections are identified;
  3. water and utility lines are mapped;
  4. SWD design is verified;
  5. service connections are regularised;
  6. drainage is completed;
  7. the road and footpath are reconstructed once.

This is cheaper and less disruptive than digging the same street repeatedly.

Industrial estates need a higher service standard

Guindy Industrial Estate supports factories, technology firms, offices and a large daily workforce.

Poor sanitation imposes more than inconvenience.

Workers walking through sewage face exposure risks. Two-wheelers encounter slippery surfaces. Businesses face access disruption. Mosquito breeding can increase. Road surfaces deteriorate when wastewater stagnates repeatedly.

The estate also represents Chennai economically.

A high-value employment district operating beside raw sewage is evidence that civic infrastructure quality has not kept pace with land use.

The repair should end with certification

The current response should not be considered complete when the visible water disappears.

GCC and CMWSSB should jointly certify:

  • source of sewage identified;
  • damaged sewer repaired, if applicable;
  • every illegal SWD connection disconnected;
  • authorised sewer connection provided where required;
  • affected drain desilted;
  • road disinfected and cleaned;
  • stormwater flow tested;
  • sewer flow tested;
  • downstream canal checked;
  • and no dry-weather wastewater flow observed in the SWD.

A follow-up inspection should take place after several days and again after the first significant rain.

The distinction matters.

Removing sewage from Ekkaduthangal Road fixes the incident.
Separating the sewer and stormwater networks fixes the system.
