Chennai Metro Phase II has crossed the halfway mark in physical construction.
That is significant for one of India’s largest urban rail projects.
But Chennai should resist converting 54.62% physical progress into the impression that more than half of the new Metro network is almost available to commuters.
The statistic reflects aggregate physical progress through June 2026 across a ₹63,246-crore project covering 118.9 km and 128 stations. It combines three corridors and a wide range of construction activities occurring at very different stages.
Corridor 3 runs 45.8 km from Madhavaram to SIPCOT.
Corridor 4 covers 26.1 km from Lighthouse to Poonamallee Bypass.
Corridor 5 extends 47 km between Madhavaram and Sholinganallur. CMRL continues to state that the complete project is targeted for completion by the end of 2028.
The scale makes a single percentage administratively convenient.
For passengers, it is insufficient.
Civil progress is only the first layer
Metro construction moves through several distinct stages.
A simplified sequence is:
utility relocation → foundations → piers/tunnels → viaduct/structural station → track → electrical systems → signalling → telecommunications → architectural finishing → rolling-stock integration → trials → safety inspection → passenger service
An elevated package can therefore be nearly complete structurally while remaining months from operation.
An underground station can have both tunnels connected while station excavation, systems and entrances remain unfinished.
A corridor can have trains delivered but not yet carry passengers.
That is exactly why Chennai needs more detailed reporting.
OMR illustrates the difference
In July, CMRL completed all 3,066 foundation piles and cast all 582 U-girders required on an elevated Corridor 3 package along OMR.
That is substantial progress on one of Chennai’s most strategically important public-transport corridors.
OMR concentrates technology employment, educational institutions, large residential developments and enormous daily road traffic.
Metro service there could materially change commuting patterns.
But completed piles and girders do not yet carry passengers.
Track, power, signalling, station systems, pedestrian access, integration and testing must follow.
A useful CMRL dashboard would therefore separate:
civil structure complete
from
railway systems complete
from
station complete
from
safety-certified
from
open to passengers.
Underground construction remains the harder part
Around 42 km of Phase II is underground.
On August 6, CMRL recorded its 24th Phase II TBM breakthrough after Nilagiri completed the 819-metre tunnel between Madhavaram High Road and Moolakadai. The tunnelling operation had to negotiate Buckingham Canal, traffic infrastructure and multiple borewells.
Tunnel breakthroughs are visually dramatic milestones.
Yet even a completed pair of tunnels does not mean an underground station is operational.
Stations require structural completion, ventilation, smoke extraction, drainage, fire protection, emergency access, lifts, escalators, platform systems, communications and extensive testing.
This is why elevated and underground percentages should be reported separately.
The first section exposes the gap between construction and service
The most revealing Phase II statistic is not 54.62%.
It is 14.64 km.
The Poonamallee Bypass–Vadapalani stretch is designed to become the first operational section of Phase II.
It obtained safety clearance months ago.
Yet passengers are still waiting for it to open.
The reasons surrounding inauguration scheduling are different from engineering progress, but the result for commuters is identical: no Phase II service yet.
This gives Chennai a useful accountability principle:
Passenger kilometres opened should be published beside physical progress.
At present, those two metrics tell very different stories.
Financial progress also needs its own column
The Union government said on August 7 that ₹14,545.91 crore had been released for Phase II since the project received Union sanction in October 2024. CMRL’s current physical-progress figure remains 54.62%.
These values should not be converted into a simplistic spending-versus-progress ratio.
The ₹63,246-crore project includes several financing components and expenditure incurred across different periods and funding sources. Physical and financial progress also do not move proportionately: tunnelling machines, rolling stock and systems contracts have different payment milestones.
But the government should publish:
- sanctioned project cost;
- cumulative expenditure;
- Union contribution;
- Tamil Nadu contribution;
- external loans;
- package-wise expenditure;
- physical progress;
- and revised completion forecast.
One number without the others makes delivery difficult to evaluate.
Road restoration should be part of Metro performance
For residents living along Arcot Road, OMR, Madhavaram, Porur or other construction corridors, Metro progress is experienced through barricades.
Once viaducts, piers or station structures reach a stage where the complete work zone is no longer needed, CMRL should publish road-release dates.
Performance should include:
- carriageway width restored;
- footpaths reconstructed;
- utilities permanently reinstated;
- bus stops returned;
- drainage restored;
- debris removed;
- and temporary traffic diversions cancelled.
A Metro project eventually improves mobility.
During construction it can substantially reduce it.
Minimising that intermediate disruption is part of project delivery.
Stations need to function as interchanges
Phase II’s value will depend not only on line length.
The Union government says the network is intended to integrate with railway stations, bus terminals, the airport and existing Metro corridors, supported by feeder services.
That means completion standards should include:
- direct walking connections;
- covered interchange routes;
- accessible lifts;
- coordinated bus stops;
- safe crossings;
- feeder frequencies;
- passenger information;
- and transfer time.
A physically completed station surrounded by hostile pedestrian infrastructure should not be considered fully delivered.
2028 needs a corridor-level schedule
CMRL’s official target remains completion by the end of 2028.
That overall date is too coarse for a project already expected to open in multiple phases.
The public needs a corridor-by-corridor operating schedule.
For every section:

Only the final category should count as Metro service delivered.
The public-interest test
Chennai Metro Phase II is clearly advancing.
The OMR structures are reaching major milestones. Tunnel breakthroughs continue. Trains have arrived. The first corridor has passed safety scrutiny.
None of that should be understated.
But “54.62% complete” compresses too much information into one number.
For planners, it is a useful project-management metric.
For passengers, the relevant measures are different:
How many stations can I use?
Which corridors open next?
How often will trains run?
Can I transfer easily?
When will the construction barricades disappear?
Chennai Metro should therefore supplement its overall progress percentage with a Passenger Readiness Ledger.
A Metro becomes urban infrastructure when concrete, tunnels, stations, trains and interchanges finally operate as one service—not when the project spreadsheet crosses 50%.
