Chennai Has Set an August Deadline. Now Show Which Drains Actually Work

The Greater Chennai Corporation has set the end of August as a critical deadline for pre-monsoon work. But Chennai’s flood-readiness test cannot be reduced to whether contractors formally complete a checklist before August 31.

The city’s drainage system has to work as a network.

GCC began publicly pressing for August completion much earlier than the latest monsoon-preparedness review. On June 27, Commissioner G.S. Sameeran directed officials to complete ongoing storm-water-drain works by August, connect missing links and accelerate canal desilting and flood-protection work.

That matters editorially.

The latest deadline is not a new flood programme. It is now a delivery deadline against which the existing programme can be tested.

And there is plenty left to test.

By mid-July, the civic body said desilting had been completed in 68,281 of 1,09,975 silt catch pits. Work was also under way across 1,675 km of drains in 8,090 streets.

Those are large numbers.

But flood protection is not produced by large numbers alone.

A catch pit cleaned once can clog again. A drain can be desilted but still stop at a missing connection. A new storm-water line can carry rainwater efficiently until it reaches a canal whose capacity is restricted. A pump can be available but fail because the electricity supply or discharge route is compromised.

That is why Chennai needs to move from work-completion reporting to system-readiness reporting.

The final metre can matter more than the first kilometre

Missing links are especially important.

A storm-water drain has value only when water can travel continuously from the street to a legitimate receiving system.

GCC has repeatedly identified missing links as one of Chennai’s principal drainage weaknesses. July reviews referred to 1,128 metres of remaining links at 115 locations, while later reporting described a larger missing-link programme involving 155 locations and substantial additional lengths.

These public numbers require reconciliation.

But the underlying engineering problem is clear.

A citywide drainage-completion percentage can conceal a short unfinished segment that disconnects an entire neighbourhood from its outfall.

The August audit should therefore identify every incomplete link by street rather than aggregate them into a single percentage.

Not every project will be complete by August

This distinction is essential.

Major Chennai flood-mitigation projects already carry schedules beyond August.

Late-July reporting placed some missing-link works and ₹756.96-crore drainage packages into September, several canal and drainage projects into October and the Kovalam integrated system into 2027.

That does not automatically mean Chennai is unprepared.

A major infrastructure programme can continue through multiple seasons.

But where permanent work will remain incomplete during this monsoon, GCC must publish the temporary risk-control arrangement.

For every incomplete site:

  • Is the excavation closed or safely barricaded?
  • Is water flow maintained?
  • Has a temporary pump been installed?
  • Can ambulances and fire vehicles pass?
  • Has the downstream drain been connected?
  • Who responds if water starts accumulating?

The public needs those answers before the rain, not after the first flooding complaint.

Desilting is maintenance, not a one-time achievement

GCC’s own storm-water department says drains are supposed to be desilted cyclically and on a weekly programme, with maintenance undertaken throughout the year.

That should change how monsoon preparedness is reported.

A silt trap cleaned in June and blocked again in September should not continue appearing as “completed.”

The city needs a second inspection before the northeast monsoon.

The same principle applies to canals.

Desilting should record not simply how much material was removed, but whether the design flow path remains unobstructed immediately before peak rainfall.

Emergency equipment needs a map

GCC has already assembled substantial response capacity.

Hundreds of pumps and jet motors have been identified, along with generators at subways, 215 relief shelters and 106 community kitchens. Flood and rain gauges will feed information to the city’s command centre.

The next step is public deployment information.

A resident in Velachery, Perambur or Manali does not need to know only that Chennai owns hundreds of pumps.

The relevant question is:

What is the nearest pump to this flood hotspot, how quickly can it operate and where will it discharge the water?

The same applies to relief centres and emergency generators.

August 31 needs a public audit

Chennai’s deadline becomes meaningful only if residents can independently see what was completed.

GCC should publish a ward-level dashboard on September 1 containing:

This would transform the August-end deadline from an administrative instruction into a measurable resilience checkpoint.

Chennai should stop asking whether the drains are “complete”

The stronger question is whether the drainage chain works during a real storm.

GCC’s climate budget says more than 1,168 km of storm-water drains built in selected zones have been designed for rainfall intensities of roughly 68–72 mm per hour. It also recognises Chennai’s particular vulnerability because of its low elevation and flood-prone terrain.

Design capacity, however, is only one component.

Actual performance also depends on:

  • rainfall concentration;
  • inlet capacity;
  • maintenance;
  • solid waste;
  • downstream water levels;
  • tidal conditions;
  • missing links;
  • pumping;
  • and whether development has reduced natural storage.

The first heavy spell of the northeast monsoon will eventually provide the real test.

But GCC does not need to wait for that rainfall to demonstrate readiness.

It can publish the evidence now.

The August-end target should not end with officials declaring Chennai ready. It should end with a public map showing exactly what is ready, what is unfinished and what will protect residents where permanent infrastructure is still incomplete.
