Greater Noida Air Pollution Plan Gets Eight-Member PMU

The Greater Noida Industrial Development Authority (GNIDA) is set to appoint an eight-member Project Management Unit (PMU) to improve urban and industrial area management, with strengthening air-pollution control measures among its key responsibilities.

The selected agency will work under a two-year contract, which can be extended by another two years based on performance. The team is expected to be deployed at GNIDA offices within a month of the agreement being signed. The deadline for submitting bids is October 14, while the technical and financial bids are scheduled to be opened on October 15.

The PMU will support GNIDA in planning, procurement, project monitoring and execution across its jurisdiction, which covers 95 sectors and 124 villages. It will also be responsible for strengthening the authority’s institutional capacity and improving oversight of projects and urban services.

Air-quality management will form a central part of the assignment. The PMU is expected to review and improve GNIDA’s existing air-pollution monitoring system in line with guidelines issued by the Commission for Air Quality Management. Its experts will monitor the implementation of pollution-control action plans and compliance with statutory requirements.

The CAQM action plan for Greater Noida calls for scientific road-dust management, mechanised sweeping, timely road repairs and redevelopment, dust suppression, utility restoration and maintenance of paved shoulders. It also recommends monthly workshops, the removal of legacy dust, water sprinklers, anti-smog guns and GPS-based monitoring.

These measures place road and construction-related dust, rather than only ambient monitoring, at the centre of the authority’s pollution-control responsibilities. Their implementation will require coordination between GNIDA’s project teams, contractors and agencies responsible for roads, utilities and maintenance across the authority’s large jurisdiction.

The tender requires the PMU’s air-quality expert to have at least six years of experience in pollution control, environmental studies, climate change and sustainability. The wider team will assist with project execution and monitoring, while the authority retains responsibility for implementing measures across the sectors and villages under its jurisdiction.

The move comes as the Air Quality Index stood at 268 in Noida, 248 in Ghaziabad and 171 in Greater Noida on Monday. The bid submission deadline and the opening of technical and financial bids are the next stated milestones in GNIDA’s plan to appoint the PMU.
