Chennai Road Repairs Lag As Rains Return

Intermittent rain is exposing weak road surfaces across Chennai just as the civic body enters another critical maintenance cycle. Potholes, loose aggregates and unfinished utility cuts are creating hazards on neighbourhood and bus routes, while the Greater Chennai Corporation is still prioritising pending works rather than launching a city-wide relaying programme. The timing raises concerns over road safety, maintenance costs and the city’s ability to withstand heavier rainfall.

GCC has said nearly 5,000 of about 5,400 identified road projects have been completed, leaving roughly 199 projects pending. The remaining works became difficult to execute after a sharp rise in bitumen prices made existing contract rates less viable for contractors. The municipal administration has therefore pushed local bodies towards completing pending works and using patch repairs where full relaying cannot immediately proceed.That approach may offer short-term relief, but it does not address the structural problem created by repeated excavation and temporary restoration. GCC itself identifies frequent road cuts by water, electricity, telecom and other utility agencies as a longstanding challenge for road maintenance. Its roads department requires agencies to obtain permission and pay restoration charges before cutting roads.

The pressure is particularly visible in areas where utility projects overlap with everyday movement. North Chennai has seen extensive infrastructure activity, while other parts of the city continue to deal with road surfaces affected by water, sewerage and electricity works. Recent GCC tender records also show continuing contracts for restoration of road-cut portions, indicating that utility reinstatement remains an active maintenance requirement.For residents, the issue extends beyond an uncomfortable ride. Uneven surfaces increase risks for pedestrians, cyclists and two-wheeler users, while damaged carriageways can slow buses and emergency vehicles. Poorly restored edges can also push pedestrians towards traffic, particularly where footpaths are already narrow or obstructed. The environmental cost is less visible but significant. Repeated milling, resurfacing and excavation consume construction materials and public funds while generating additional construction waste. A road that fails after utility work or a single intense rainfall event effectively creates another maintenance liability.

Urban infrastructure planners say the city needs to shift from isolated repairs towards coordinated utility planning. Road restoration should follow measurable standards, with agencies sharing excavation schedules and contractors remaining accountable for premature failures. GCC has previously emphasised pedestrian-friendly infrastructure and road safety, making the quality and durability of repairs as important as the number of roads resurfaced. With rainfall continuing across Tamil Nadu and Chennai already facing periodic intense showers, the immediate priority is to make vulnerable stretches safe. The longer-term test, however, is whether Chennai can reduce the cycle of digging, patching and resurfacing and build roads that remain usable through increasingly variable weather.
