Chennai Is Cleaning Its Waterways Again. The Real Test Is Whether the Drainage Chain Is Monsoon-Ready

Chennai’s Water Resources Department is stepping up pre-monsoon cleaning of waterways amid demands from residents. But the development needs an important qualification: the city’s 2026 desilting exercise did not begin with the latest round of activity.

WRD had already launched a special monsoon-preparedness drive on July 27. Contemporary reports documented desilting on the Cooum and operations around the Adyar near Manapakkam, Buckingham Canal near Sholinganallur, and the Velachery and Narayanapuram lakes. Officials said the objective was to improve water-carrying capacity before the northeast monsoon.

That changes the public-interest question.

Rather than simply reporting that cleaning has “begun”, Chennai now needs to know what has changed since July, which additional reaches are being taken up, how much of the planned programme is complete and whether the entire drainage chain will be functional when rainfall arrives.

Annual maintenance is necessary—but it needs measurable scope

There is nothing unusual about WRD repeatedly desilting waterways. Waterways accumulate sediment, weeds, floating waste and other obstructions, making periodic maintenance a legitimate operational requirement.

Indeed, Tamil Nadu’s official works records show how formally structured this exercise was last year. For 2025-26, the government sanctioned an estimated ₹38 crore for pre-monsoon preparedness involving desilting and removal of garbage, vegetation, aquatic weeds and other obstructions across water bodies in Chennai and four surrounding districts.

That ₹38 crore should not be carried over into reporting about 2026 unless the State has issued a corresponding current-year sanction.

No current order establishing an equivalent ₹38-crore 2026-27 programme was located in the official material reviewed by Urban Acres. Nor was a consolidated current document located showing the complete list of Chennai reaches, package values, contractors or executing teams, quantities targeted and work-wise completion percentages.

That information would turn a cleaning campaign into an auditable maintenance programme.

Chennai’s flood system does not end at the waterway

A desilted river or canal is only one component of urban drainage.

Rain falling on a Chennai street first has to enter an inlet. It must pass through a catch pit, lateral drain or trunk stormwater drain, enter a canal or river and ultimately discharge through a functioning downstream waterway and outfall.

Street → inlet → catch pit → stormwater drain → canal → river → outfall

A blockage at any interface can compromise the chain.

This is particularly important because Chennai’s institutions divide these responsibilities. CRRT’s official project framework gives WRD responsibilities including desilting and river-mouth opening, while solid-waste functions are distributed among GCC and other local bodies and sewage-interception infrastructure falls to Chennai Metrowater. CRRT performs coordinating and monitoring functions within the river-restoration framework.

The city therefore experiences one drainage system governed by several institutions.

Waterway cleaning should not be confused with Chennai’s new river-restoration proposal

The timing creates another risk of public confusion.

Tamil Nadu announced this month that global consultants would be sought to prepare feasibility and project reports for renewed restoration of the Cooum and Adyar. The proposed studies are expected to address water quality, sewage outfalls, riverfront development and flood-mitigation infrastructure.

That initiative remains at the DFR/DPR procurement and preparation stage.

The current WRD desilting operation, by contrast, is maintenance and monsoon preparedness.

They may eventually interact physically, but they are different interventions at different stages and should be accounted for separately.

The same distinction applies to existing capital flood-control works. Tamil Nadu’s WRD statement lists, among other projects, a ₹91-crore estimated straight-cut flood escape channel connecting the South Buckingham Canal near Okkiyam Maduvu towards the sea and a ₹27-crore estimated rejuvenation project for Okkiyam Maduvu.

A machine removing weeds from a canal cannot be used as evidence that these capital projects are complete—and those capital projects cannot be used to inflate the cost attributed to routine desilting.

The counterargument matters

There is a reasonable defence of WRD’s approach: waterways have to be cleaned repeatedly precisely because maintenance is recurrent.

Garbage can re-enter a waterway after removal. Aquatic vegetation regrows. Sediment continues moving through the catchment. Intense rainfall can redistribute material.

So the mere fact that an agency returns to the same waterway is not proof of poor performance.

The more useful question is whether Chennai is reducing the rate and consequence of re-obstruction while maintaining sufficient conveyance capacity.

That requires more than excavators.

It requires reliable solid-waste collection near waterways, interception of sewage entering stormwater infrastructure, functioning drains upstream, clear downstream outlets, completed structural bottleneck works and coordinated maintenance immediately before and during the monsoon.

CRRT’s own description of the Cooum recognises the interaction of wastewater, solid waste, river-channel conditions and river-mouth blockage, reinforcing the need to treat the river as a system rather than a standalone channel.

What Chennai should measure before declaring itself ready

The State and city agencies should publish a single pre-monsoon drainage-readiness ledger.

For every critical reach, residents should be able to see:

location → responsible agency → work scope → sanction/work order → starting condition → quantity removed → disposal destination → completion date → remaining obstruction → downstream connection → post-work inspection

For hydraulically critical waterways, the ledger should go further and disclose whether constrictions, blocked culverts, incomplete drain connections, encroachments, sewage discharges and outfall constraints remain.

The outcome measure is not simply “how many kilometres were cleaned?”

It is:

Can rainfall move continuously from the street to the final receiving water without being stopped at an institutional or physical boundary?

That is the standard against which Chennai’s current pre-monsoon drive should now be judged.
