Bengaluru is increasingly using artificial intelligence, real-time camera feeds and social-media monitoring to manage crowds during large public gatherings. The shift is moving policing from responding to congestion after it develops towards identifying pressure points earlier, with technology helping officials decide where pedestrian movement needs to be redirected or restricted.
The Bengaluru AI crowd management approach draws on the city’s growing network of surveillance cameras and command-centre infrastructure. During major gatherings, live information from streets and transit locations can be processed to identify changes in crowd density and movement. Police can then use the information to deploy personnel where they are most needed. One of the most visible applications has been the use of colour-coded heat maps. Areas experiencing relatively low, moderate or high crowd concentrations can be identified in real time, allowing officers to distinguish between normal pedestrian movement and locations where overcrowding could become dangerous. Similar systems have been used around high-footfall areas such as MG Road, Brigade Road, Church Street, Indiranagar and Koramangala. The technology is particularly relevant to Bengaluru because the city regularly hosts festivals, sporting events, demonstrations and large public celebrations. Such gatherings can rapidly change traffic and pedestrian patterns, making conventional deployment models less responsive. The Bengaluru AI crowd management system also increasingly incorporates information from social-media platforms. Online activity can provide an early indication of where people are gathering, what routes they are taking and whether a particular event is attracting unexpectedly large numbers.
That information can supplement CCTV and on-ground intelligence. Bengaluru Police have also used AI-enabled cameras and automatic number-plate recognition for wider public-safety and traffic operations. The city’s network includes thousands of AI-equipped cameras connected to a central command-and-control system, allowing authorities to analyse incidents and movements across multiple locations. For urban management, the potential benefit is better allocation of limited police resources. Instead of placing large numbers of personnel uniformly across an event area, teams can be directed towards emerging bottlenecks. This can reduce unnecessary restrictions while improving response times when crowd density rises. However, technology does not remove the need for physical crowd infrastructure. Safe pedestrian approaches, adequate entry and exit points, public transport capacity, emergency access and clear dispersal routes remain essential. Karnataka Police have previously introduced formal crowd-management procedures that emphasise event planning, expected attendance, emergency services and controlled dispersal following major crowd-safety concerns. There is also a governance question around the growing use of surveillance and social-media data.
Clear safeguards around data collection, retention, access and accountability will be important as automated monitoring becomes a larger part of public-space management. For Bengaluru, the opportunity is to use technology as an additional layer of preparedness rather than a substitute for better urban design. AI can identify where pressure is building, but safe public spaces ultimately depend on infrastructure that can accommodate people before a crowd becomes a problem.
