Bengaluru Parking Crisis Puts Road Space Under Pressure
Bengaluru’s parking shortage is increasingly spilling onto public roads, with parked vehicles estimated to consume a substantial share of available road space in parts of the city. The issue has renewed calls for a dedicated parking regulator, as growing vehicle ownership collides with limited urban land and already-congested streets.
The debate highlights a wider planning challenge: how Bengaluru allocates scarce public space between moving traffic, parking, pedestrians and public transport. The Bengaluru Parking Crisis is not simply a shortage of parking bays. It reflects a mismatch between the pace of motorisation and the amount of land available for storing private vehicles. When formal parking capacity falls short, streets, footpaths and other public spaces often become informal extensions of private parking. According to the concerns raised by the state government, parked vehicles can occupy up to 60% of road space in some locations. Such occupation reduces the effective width available for moving traffic and can contribute to bottlenecks even where the underlying road has adequate physical capacity. Urban planners point out that expanding roads alone cannot permanently solve this problem. Additional road capacity can quickly be absorbed by rising vehicle volumes, while parking demand continues to increase. A more durable approach would combine regulated parking, pricing based on demand, better enforcement and improved public transport connectivity. The proposed regulator could provide a citywide framework for managing parking rather than leaving individual roads and neighbourhoods to develop their own informal arrangements.
Such a system could identify high-demand zones, standardise parking charges, enforce restrictions and ensure that footpaths and pedestrian areas are protected. For residents, the consequences extend beyond traffic congestion. Vehicles parked on pavements can force pedestrians onto carriageways, creating particular difficulties for older people, children and those with mobility limitations. Encroached walking space can also weaken efforts to make short urban trips more accessible without private vehicles. The economic implications are equally significant. Commercial streets where parking is poorly managed can experience slower deliveries, blocked access and longer travel times. At the same time, excessive provision of free or underpriced parking can encourage private vehicle use and make valuable central land less efficiently utilised. The Bengaluru Parking Crisis therefore needs to be addressed as a land-use and mobility issue, rather than merely a traffic-management problem. A citywide parking policy that protects pedestrian space, supports public transport and prices scarce kerb space appropriately could help Bengaluru use its existing roads more efficiently.
The immediate priority is likely to be establishing clear rules and enforcement mechanisms. The longer-term objective should be a transport system where streets are designed primarily for movement and public access, rather than becoming large-scale storage areas for private vehicles.
