Uttar Pradesh Launches 20 MW Floating Solar Tender At Chilwa Taal Lake
Uttar Pradesh has taken a significant step towards expanding renewable energy with Coal India Limited inviting bids for a 20 MW floating solar project at Chilwa Taal in Gorakhpur. The project, developed on an EPC basis, will cover design, installation, grid connectivity, and five years of operation and maintenance. With a focus on maximizing energy output and leveraging idle water resources, this initiative highlights the state’s growing role in India’s clean energy transition.
The floating solar project represents a strategic diversification for Coal India, traditionally focused on coal-based power generation. By employing existing water bodies, the initiative reduces land acquisition challenges and utilises underused resources efficiently. An industry expert noted that floating solar can also lower panel temperatures and reduce water evaporation, contributing to higher energy yields and environmental benefits.According to tender specifications, the plant will feature a minimum DC overload capacity of 40 percent, enabling improved utilisation and ensuring consistent power output. The first-year generation target is set at over 38 million units, underlining Coal India’s focus on measurable performance. Officials emphasised that these benchmarks reflect a shift towards stricter quality and efficiency standards for public sector renewable projects.
The tender outlines clear technical and financial eligibility criteria to attract experienced bidders. Companies must have completed at least 7 MW of cumulative EPC solar projects, including a minimum of one project over 2 MW, within the last seven years. Financially, bidders need an average annual turnover of ₹42.1 crore and a net worth of at least ₹14 crore. Observers suggest these thresholds help ensure project stability and timely execution.With an estimated cost of ₹140 crore, the contract also includes performance security and retention money capped at 10 percent of the total value. The project timeline spans 12 months for construction and commissioning, followed by 60 months of operation and maintenance. Officials confirmed that all bidding and tendering procedures will be conducted through Coal India’s e-procurement portal, requiring digital signatures for participation.Beyond renewable energy generation, the project is expected to create local employment opportunities and strengthen regional grid resilience. Urban planners highlight that such decentralised, water-based solar initiatives can support sustainable development in growing cities while reducing transmission losses. Analysts further note that integrating renewable infrastructure near consumption centres can accelerate India’s path towards net-zero targets.
