The National Highways Authority of India (NHAI) has taken stern and immediate measures against a contractor and key officials following significant pavement damage on a vital section of the Amritsar-Jamnagar Economic Corridor in Gujarat. This decisive action underscores India’s unwavering commitment to building robust, high-quality infrastructure. The affected stretch, specifically part of Package-4 (Kilana to Santalpur), constructed by CDS Infra Projects Limited, exhibited notable distress across approximately 1.35 kilometres on the Left Hand Side, spanning 10 distinct patches, and 1.36 kilometres on the Right Hand Side, affecting 5 patches. With the total corridor length in Gujarat being 130 kilometres, the reported failure over a considerable section necessitated swift intervention. Given that the project operates on an Engineering, Procurement & Construction (EPC) Mode and the Completion Certificate is yet to be issued, CDS Infra Projects Limited is fully liable for rectifying all defects at its own risk and cost.
Preliminary investigations attribute this pavement failure to a combination of critical technical shortcomings: identified defects within the Aggregate Inter Layer (AIL) and the Cement Treated Base (CTB), coupled with inadequate drainage. These engineering lapses are not merely minor imperfections; they compromise the foundational integrity of the road, leading to premature deterioration. Such construction deficiencies have profound environmental implications, as subsequent repair work consumes additional resources, energy, and contributes to the carbon footprint, directly contradicting the nation’s aspiration for zero net carbon infrastructure. In an immediate and resolute response, NHAI has debarred CDS Infra Projects Limited from participating in all ongoing and future bids due to the pavement crust failure, alongside issuing a show-cause notice proposing further debarment and a monetary penalty of ₹2.8 crore. The Authority’s Engineer for the project, SA Infra in association with Upham, has also faced immediate debarment from future bids. Adding to this assertive disciplinary action, the NHAI Project Director for Palanpur has been placed under suspension. Crucially, CDS Infra Projects Limited has already commenced rectification work on the distressed sections, highlighting the immediate pressure for resolution.
To meticulously analyse the root causes of this pavement failure and formulate comprehensive remedial measures, NHAI has constituted Expert Committees. These committees comprise distinguished retired and current professors from prestigious institutions including IIT-BHU, IIT-Delhi, and IIT-Gandhinagar. These expert teams are currently on site, diligently collecting samples and conducting tests to inform their detailed recommendations. This rigorous post-incident analysis is vital for identifying systemic weaknesses and integrating crucial lessons learned into future project planning and execution, ensuring that India’s expansive highway network is built to be robust, resilient, and truly sustainable for generations.
