Bihar has set a target to provide artificial intelligence training to five lakh young people over the next five years as the state moves to implement its proposed Bihar Artificial Intelligence Policy 2026. Chief minister Samrat Choudhary reviewed the policy with senior officials and directed the formation of a specialised team to oversee its implementation within a defined timeframe.
The proposed policy is intended to position Bihar as a centre for artificial intelligence, technological innovation and digital entrepreneurship. During the review meeting, Choudhary directed officials to create better opportunities for AI companies, startups and digital enterprises to establish and expand operations in the state.
“Better opportunities should be created for AI companies, startups and digital enterprises to establish and expand their operations in the state,” the chief minister said, according to the report on the meeting.
The government plans to use the policy to expand AI-related skills among young people and prepare them for future technology requirements. Discussions also covered incentives for the development and innovation of modern AI technologies, including large AI models. The policy’s stated objectives include attracting investment, encouraging innovation and creating employment and entrepreneurial opportunities.
Information technology department secretary Abhay Kumar Singh made a detailed presentation on the policy during the meeting. The presentation outlined provisions for attracting technology investment, developing technical skills and strengthening the infrastructure required to support AI development in the state.
The proposed implementation team will be responsible for coordinating efforts across the policy’s objectives and working towards the targets set by the state government. The government has not disclosed in the supplied report the team’s composition, funding allocation, training partners, curriculum, district-level rollout plan or interim milestones for the five lakh target.
The policy places skills and technological infrastructure together at the centre of Bihar’s digital economy plans. Training young people is one part of the programme, while attracting companies and startups is intended to create an ecosystem in which those skills can translate into employment and enterprise opportunities within the state.
The announcement also links AI policy with Bihar’s broader economic development plans. By seeking investment from AI companies and digital enterprises, the state government intends to expand its presence in the technology sector and create new employment opportunities for its youth.
Chief secretary Pratyaya Amrit, secretary to the chief minister Lokesh Kumar Singh, information technology department secretary Abhay Kumar Singh and secretary to the chief minister Sanjay Kumar Singh attended the review meeting. The next step identified in the report is the constitution of the specialised implementation team and the conversion of the policy objectives into a structured plan.
