The Telangana government has directed the state’s Second Pay Revision Commission to submit its long-pending report by September 18, raising expectations among government employees and teachers awaiting revised pay scales, pending dearness allowance instalments and clarity on related financial demands.
The direction was issued to commission chairperson N Shivashankar during talks between government representatives and leaders of the Telangana Government Employees Joint Action Committee on Wednesday. The meeting followed an employee gathering organised days earlier to press for action on a range of pending service-related issues.
TGEJAC leaders described the September 18 deadline as a welcome development. The Second Pay Revision Commission was constituted in October 2023 with a six-month period to submit its recommendations, but its report has not yet been delivered. Employees and teachers have continued to seek a pay revision, the release of pending DA instalments and the announcement of fitment based on the commission’s recommendations.
The government is expected to provide clarity on pending dearness allowance instalments at the September 18 meeting. Employee representatives have also sought the release of DA arrears payable to staff. The discussions therefore cover both the future pay revision and payments that employees say remain pending under existing arrangements.
The contributory pension scheme was another issue raised during the talks. TGEJAC reiterated its demand for restoration of the old pension scheme, while the government agreed to consider creating a study committee to examine the matter. The employee body also sought early clearance of pending bills payable to government staff and called for full implementation of the health card scheme.
Several other financial and non-financial issues affecting employees and teachers were discussed. Government representatives assured the delegation that steps would be taken to address the concerns, and both sides agreed to continue consultations on employee-related matters.
The current pay revision process follows the first Pay Revision Commission, which was constituted in 2018 and submitted its report in December 2020. Its recommendations were followed by the announcement of revised pay scales in 2021. TGEJAC chairperson Lachireddy and secretary general Botnala Rajasekhar said the government’s decision to hold talks soon after the employees’ resolve meeting reflected the importance attached to the concerns raised by the employee body.
The next key milestone is the September 18 deadline for the Second Pay Revision Commission’s report, when the government is also expected to provide clarity on pending DA instalments.
