Maharashtra has created a statewide pool of 40,602 hectares across all 36 districts to support compensatory afforestation linked to infrastructure development. The Maharashtra land bank is designed to give authorities advance visibility of degraded forest and non-forest parcels that may be suitable for plantation, potentially reducing one of the recurring procedural bottlenecks in projects requiring forest-land diversion. The initiative brings land information from the Revenue and Forest departments into a centralised system. Instead of identifying potential afforestation sites separately for individual proposals, officials can use district-level information assembled through the new platform. This could make coordination easier as road, rail, urban transport, energy and other infrastructure projects move through statutory approval processes.
Compensatory afforestation is required when forest land is diverted for approved non-forest purposes. The principle is intended to offset the ecological loss associated with such diversion by creating or restoring forest cover elsewhere. The Maharashtra land bank therefore has significance beyond administrative efficiency: the quality, location and ecological suitability of the identified parcels will determine how meaningful the compensation is. For infrastructure developers, delays in securing suitable land can affect project schedules and increase costs through prolonged approvals, design changes and associated financing commitments. A ready inventory could provide greater predictability for projects, particularly where large areas need to be identified across multiple districts. However, land availability should not automatically be treated as ecological equivalence. A hectare of degraded land may not provide the same biodiversity, water-retention capacity or carbon-storage value as mature forest that is diverted. Environmental planners therefore stress that plantation programmes need appropriate species, long-term maintenance and monitoring rather than simply meeting an area-based target.
The initiative also comes as Maharashtra continues to expand major infrastructure networks and urban areas. New highways, transport corridors, industrial developments and urban projects can place competing demands on land. A centralised land system could help reduce uncertainty, but it also makes transparent land classification and monitoring more important. The project does not remove existing environmental or forest approvals. Instead, its intended role is to improve the land-identification stage within the wider clearance process. That distinction matters because faster administration should not translate into weaker scrutiny of ecological impacts. A further test will be whether the Maharashtra land bank remains updated as land ownership, classification and availability change. Without regular verification, a digital inventory could lose practical value or create fresh delays when projects reach the implementation stage.
For the state, the larger opportunity is to connect infrastructure planning with measurable ecological outcomes. If the land bank is backed by transparent data, suitable restoration sites and long-term monitoring, it could make project approvals more predictable while giving compensatory afforestation a stronger environmental foundation.
