Hyderabad Telangana Expands Oversight Of Dharani Land Records
Hyderabad: The Telangana Cabinet has approved the formation of a Special Enquiry Team (SET) to investigate alleged irregularities in the Dharani land records portal, while also ordering a wider review of the system’s development, implementation and governance. The decision signals a renewed focus on improving transparency and accountability in digital land administration, a critical component of urban planning and property governance.
The proposed Dharani land records investigation follows a forensic assessment that reportedly identified thousands of transactions requiring further examination. According to officials, the enquiry will review registrations, land mutations, classification changes, ownership records, approval processes and digital transaction logs to determine whether procedural or technical lapses occurred during the portal’s operation. The Cabinet has also approved an examination of the process through which the digital platform was developed and implemented. The enquiry will review project execution, procurement procedures, system architecture, contractual arrangements and data management practices to assess whether established governance standards were followed throughout the project’s lifecycle. Urban governance specialists say reliable digital land records are fundamental to efficient city planning, property transactions, infrastructure delivery and investment. Transparent land administration reduces disputes, improves public confidence and enables government agencies to make informed planning decisions. As cities increasingly adopt digital governance platforms, ensuring robust oversight has become essential to maintaining institutional credibility.
Beyond the Dharani land records probe, the Cabinet approved the creation of a high-level committee to establish a uniform policy framework for government engineering and infrastructure projects. The proposed framework will standardise procedures covering project appraisal, land acquisition, procurement, contract management and financial monitoring with the objective of improving efficiency and reducing delays. Infrastructure experts note that consistent governance standards can help minimise cost overruns, strengthen project delivery and improve accountability across public investments. Standard operating procedures are increasingly viewed as essential for ensuring timely execution of major infrastructure programmes while enhancing transparency throughout the project cycle. The Cabinet also decided to seek financial assistance from the Union government to address the impact of deficient rainfall linked to El Niño conditions. Officials indicated that the state will request a central assessment of impacts on agriculture, irrigation, drinking water availability and rural livelihoods while implementing contingency measures for the ongoing agricultural season.
Additional policy decisions included proposals to strengthen local governance, improve irrigation infrastructure and support future transport planning. Together, these measures reflect the state’s broader emphasis on institutional reforms, infrastructure management and administrative modernisation. As the Special Enquiry Team begins its investigation, the findings are expected to shape future reforms in digital land governance.
