The latest review by the Bombay High Court signals that while conditions may be improving for nearby residents, authorities and facility operators must demonstrate sustained compliance with pollution control requirements and strengthen long-term environmental monitoring. The development is significant for Mumbai’s urban sustainability agenda, as the Kanjurmarg facility plays a central role in handling municipal solid waste generated by one of the world’s most densely populated metropolitan regions. Any operational shortcomings at the site carry implications for public health, environmental quality and the city’s broader climate-resilient waste management ambitions.

During recent proceedings, the court noted indications that mitigation measures have helped reduce the intensity and frequency of complaints from residents living near the facility. However, judges directed civic authorities and the waste processing operator to submit detailed compliance updates in the coming weeks, ensuring that concerns raised by communities in the surrounding neighbourhoods are adequately addressed. Data presented before the court suggested a substantial decline in reported odour incidents over recent months. At the same time, environmental regulators maintained that several compliance gaps remain unresolved, leading to multiple enforcement notices and directives aimed at improving operational standards. The case has increasingly focused on the need for more rigorous landfill air quality monitoring. Environmental experts have highlighted the importance of tracking pollutants associated with decomposing waste, including hydrogen sulphide, ammonia and particulate matter. According to submissions placed before the court, independent experts reviewed air quality data collected through municipal monitoring systems and third-party assessments. Their findings indicated that observed pollution levels remained within applicable national standards. However, specialists recommended expanding surveillance systems to capture a broader range of pollutants and improve night-time monitoring, when odour events can often be more pronounced. In response, authorities have proposed a more extensive landfill air quality monitoring programme involving continuous tracking of hydrogen sulphide, ammonia, volatile organic compounds, formaldehyde and other odour-generating substances. A national environmental research institution is expected to support round-the-clock monitoring over the next two years, creating a more robust evidence base for future regulatory decisions. The proceedings also touched on ecological restoration efforts around the site, including large-scale tree plantation initiatives. Judges emphasised that long-term survival of planted species, rather than headline plantation numbers, would determine the environmental value of such measures, particularly given local soil and salinity conditions.

As Mumbai continues to expand, the outcome of the Kanjurmarg case could influence how Indian cities manage waste infrastructure near residential communities. The next phase will likely focus on transparent environmental data, stronger regulatory enforcement and building public confidence that essential urban services can coexist with healthy living conditions.
