A proposed eco park project along a key stormwater passage in south Chennai has triggered opposition from residents, who argue that the initiative could intensify flooding risks in one of the city’s most flood-prone urban corridors. The dispute in Velachery has once again highlighted the tension between beautification-led urban projects and the urgent need for climate-resilient drainage infrastructure across rapidly urbanising neighbourhoods.
Residents’ groups from Velachery and adjoining localities have raised concerns over civic plans to develop landscaped public spaces near the six-vent culvert that channels rainwater towards the Pallikaranai marshland ecosystem. According to local associations, the narrow water channel already struggles to manage runoff from several densely built neighbourhoods including Taramani, Dhandeeswaram and surrounding residential pockets during the northeast monsoon.Urban planners familiar with Chennai’s flood management challenges say the corridor functions as a critical drainage spine for nearly 10 kilometres of catchment area. Any additional obstruction, they warn, could slow water discharge into the marshland and worsen waterlogging in low-lying residential streets.
Citizen groups have for more than a year demanded that authorities prioritise widening the existing canal network, remove encroachments and improve stormwater connectivity before taking up recreational development works. Residents had previously submitted representations to district and civic authorities seeking the conversion of the existing narrow drain into a larger macro canal capable of carrying excess monsoon runoff more efficiently.The issue later reached the Madras High Court, which reportedly sought a status review and inspection of the site. However, residents allege that large-scale flood mitigation measures have yet to materialise despite repeated appeals ahead of successive monsoon seasons.The proposed eco park project has also reignited debate over Chennai’s approach to blue-green infrastructure. While urban green spaces are increasingly viewed as essential for heat mitigation and liveability, environmental experts caution that projects located within hydrologically sensitive zones must be carefully designed to preserve natural water movement rather than constrain it. The Pallikaranai marsh, one of the last remaining urban wetlands in the Chennai metropolitan region, plays a significant role in absorbing excess rainwater during intense weather events. Over the years, rapid real estate growth, transport infrastructure expansion and fragmented drainage planning have reduced the wetland’s natural flood-buffering capacity.
Residents claim portions of the marsh-adjacent area already experience prolonged stagnation after moderate rainfall due to restricted flow paths and embankment formations inside the wetland zone. They fear that additional landscaping or construction linked to the eco park project could further aggravate the situation during extreme rain events, which climate experts say are becoming more frequent across coastal cities. Local civic representatives indicated that administrative reviews of the project may take time following recent political transitions and departmental reshuffling. For residents, however, the immediate concern remains ensuring that flood prevention infrastructure is completed before the next monsoon cycle places renewed pressure on Chennai’s vulnerable urban drainage network.
