Uttar Pradesh electricity consumers will receive a record 9.17% reduction in applicable electricity charges in their November 2026 bills, with the adjustment expected to save consumers across the state an estimated Rs 645 crore, according to the Uttar Pradesh Power Corporation Limited (UPPCL).
The relief will apply to domestic, commercial and other categories of electricity consumers under the Fuel and Power Purchase Adjustment Surcharge (FPAAS) mechanism. UPPCL announced the adjustment on Wednesday, making it the fifth consecutive month in which consumers have received relief through negative FPAAS adjustments.
UPPCL managing director Nitish Kumar said the continuing reductions reflected lower actual power procurement and fuel costs compared with the costs that had been factored into electricity tariffs. The November adjustment is the largest announced during the five-month period.
Consumers received relief of 4.43% in July, 2.92% in August, 7.93% in September and 5.24% in October. The cumulative sequence of reductions has made the FPAAS mechanism a direct factor in monthly electricity bills for consumers across Uttar Pradesh, although the amount of relief received by an individual consumer will depend on the applicable charges and consumption category.
Under FPAAS, variations between actual fuel and electricity purchase costs and the costs already included in approved tariffs are passed on through periodic adjustments to electricity bills. When actual procurement costs are lower than the levels built into tariffs, the difference is returned to consumers through reduced charges. The mechanism is intended to align billed costs more closely with the expenses incurred by the power utility.
Uttar Pradesh Rajya Vidyut Upbhokta Parishad president and State Advisory Committee member Avadhesh Kumar Verma estimated that the latest adjustment would provide approximately Rs 645 crore in financial relief to electricity consumers across the state. He described the fifth consecutive monthly reduction as a significant step towards protecting consumer interests and said crores of consumers would benefit directly.
The announcement places power procurement costs at the centre of the latest change in consumer bills. While lower purchase and fuel costs have enabled the negative adjustments, the relief is being delivered through the existing tariff mechanism rather than through a separate subsidy announcement. This distinction means the reduction is linked to the difference between projected and actual costs under FPAAS.
Kumar said UPPCL was also working to improve consumer services while maintaining a reliable and quality electricity supply across Uttar Pradesh. The November bills will reflect the 9.17% adjustment announced by the corporation, with the relief applying to the categories covered by the FPAAS order.
