Tamil Nadu Free Bus Travel Scheme Expands to 84 Lakh Women

Tamil Nadu has expanded its free bus travel scheme for women to cover more than 84 lakh beneficiaries, with the benefit now extended across income groups and without a limit on the number of daily trips, according to an announcement by Chief Minister C Joseph Vijay on Friday.

The scheme, known as ‘Vettri Payanam’, was expanded by the TVK government in an announcement coinciding with Gandhi Jayanti. The state government said the revised arrangement would allow 84 lakh women to use free bus travel services, widening the reach of a programme that provides direct financial relief to public transport users.

Under the expansion, eligibility will no longer be restricted by income group, according to the announcement reported by The Indian Express, citing the state government and PTI. The government has also removed the limit on daily trips. This means beneficiaries can use the scheme without being restricted to a specified number of journeys in a day, although the announcement does not provide further operational details on registration, identification or implementation procedures.

The revised benefit will apply to services that include ‘deluxe’ and ‘express’ bus categories, the state government said. These categories typically form part of the broader state bus network, but the announcement did not specify whether all routes or only selected services in these categories would be covered. It also did not provide details of any changes to bus operations, reimbursement arrangements or the financial allocation supporting the expansion.

The move places women’s access to public transport at the centre of the state’s mobility support system. By removing the income restriction and the daily-trip ceiling, the government is extending the benefit to a larger section of women and allowing more frequent use of buses. For passengers who depend on public transport for work, education, healthcare, shopping or household responsibilities, the number of permitted trips is a direct factor in how useful a fare-free travel programme becomes.

The expansion also has implications for the functioning of Tamil Nadu’s state bus network. A wider beneficiary base and unrestricted daily travel may affect passenger demand across services, including deluxe and express buses. However, the announcement supplied by the state government does not include estimates of additional ridership, the number of buses covered, the expected cost to the transport corporations or the mechanism through which the state will compensate operators.
