Residents of Palissery in Karukutty, near Angamaly, have complained about an alleged unauthorised stray dog centre operating close to the Palissery Primary Health Centre and a government high school. They say around 40 dogs are being kept at the house without adequate protection, vaccination or a licence.
According to the report, the dogs are not being kept in cages or secured premises and are allowed to roam freely. Residents said persistent barking and noise at night have made it difficult for them to sleep. They also alleged that repeated complaints to the people keeping the dogs had not been taken seriously.
The residents further said Karukutty panchayat had not taken steps to sterilise or provide shelter for the stray dogs. They alleged that the panchayat was showing negligence in acting against the centre, which they described as operating without authorisation.
K.P. Aneesh, a panchayat member, said several complaints had been submitted to the panchayat but no action had been taken. The report did not include a response from the panchayat authorities or the people allegedly keeping the dogs.
Residents have demanded that the dogs be moved to a shelter. Their complaint places the issue alongside two sensitive public facilities—a primary health centre and a government school—while also raising questions about vaccination, containment and the local administration’s responsibility for managing stray animals.
The reported dispute remains focused on the absence of an official intervention. Residents are seeking the establishment of a shelter and the relocation of the dogs, while the panchayat’s response and any inspection or enforcement action have not been reported.
