Construction of the long-delayed Kalka court complex has begun on a 7.94-acre site in Sector 28 of the Pinjore Urban Complex, with the Haryana government sanctioning ₹24.2 crore for the permanent facility and setting a 21-month completion timeline.
The complex will replace the temporary court premises operating from the Haryana State Agricultural Marketing Board office at the Kalka grain market. Court proceedings have been held there since 2013, in conditions that reportedly lack dedicated lawyers’ chambers, a litigants’ hall, a bar room, a library and adequate parking.
The project is being developed by the Haryana Shehri Vikas Pradhikaran (HSVP). Its construction is intended to provide Kalka with a dedicated judicial facility after court matters were earlier handled at the Panchkula district courts. The town had previously not had a dedicated sub-divisional judicial setup.
The Sector 28 site is also being planned as a regional judicial and administrative hub. The state has earmarked an adjacent 10.2 acres for a proposed mini-secretariat, although that project remains pending. Kalka has held sub-division status for decades but does not yet have a dedicated sub-divisional administrative building, according to the report.
The court complex moved forward after sustained representations by local activists. Vijay Bansal, president of the Shivalik Vikas Manch, said the group raised the issue before the Punjab and Haryana high court in 2023 and also pursued it through representations to the government and administrative authorities. The group sought information about the proposed construction from the public works department through applications under the Right to Information Act.
Bansal said the state should take simultaneous action on the mini-secretariat so that the administrative facility is developed alongside the judicial complex. The court project’s next formal milestone is completion of construction within the announced 21-month schedule.
